About this opportunity

The Department of the Interior Bureau of Land Management Nevada Region is soliciting ground-based herbicide application services for the Pine Valley Herbicide Treatment project through a Request for Quote. The contractor will supply all herbicide, adjuvant, dye, labor, and equipment necessary to treat approximately 1,023 acres of noxious weeds across two terrain types in Elko County, Nevada, with a treatment window running from June 1, 2026 through July 17, 2026. Key qualifications require offerors to hold a current Nevada Professional Applicator License (Agricultural Ground B2), demonstrate GPS data collection experience, provide quality control and safety plans, and submit a detailed technical approach including timeline and crew size specifications. Evaluation will be conducted using a best-value trade-off methodology with Technical Capabilities, Past Performance, and Price assessed in descending order of importance, and offerors must provide at least three past performance references from similar projects completed within five years. Quotes are due by March 25, 2026 at 5:00 PM Pacific Daylight Time and must be submitted electronically to Matthew B. Merritt at mbmerritt@blm.gov, with contract award anticipated by the same date.

This solicitation is designated as a 100% Total Small Business set-aside under NAICS code 115310 (Support Activities for Forestry) with a size standard of $11.5 million, and the Government anticipates awarding a single firm fixed-price contract. Cost per acre pricing must be submitted by offerors and should include all project completion costs, with payment contingent upon treatment of 95 percent of target species verified through GPS tracklogs and Pesticide Application Records submitted within 24 hours of application. The project covers approximately 888 acres of upland terrain and 135 acres of water's edge areas located 3 miles west and 10 miles south of Carlin, Nevada, at elevations between 5,200 and 5,800 feet with terrain slopes ranging from 2-5% to 10-30%. Target weed species include Scotch thistle, Canada thistle, and hoary cress, with treatment specifications requiring 2,4-D at 32 ounces per acre combined with chlorsulfuron at 1 ounce per acre for upland areas and water-approved 2,4-D formulations for water's edge applications. The contract incorporates prevailing wage requirements under the Service Contract Act with a minimum wage of $15.00 per hour under Executive Order 14026, along with mandatory representations and certifications to be completed in the System for Award Management.
