SOURCES SOUGHT SYNOPSIS

Pine Bluff Arsenal Waterline Replacement

This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary planning purposes.  THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS.  No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests.  Respondents will not be notified of the results of the evaluation.

On behalf of the Pine Bluff Arsenal, the U.S. Army Corps of Engineers – Little Rock District will manage the design-build solicitation and procurement of the Pine Bluff Arsenal South Side Waterline System Replacement.  This will be a two step design build procurement in accordance with FAR 36.3.

The current PBA South Side Waterline system consists mostly of asbestos cement and cast-iron pipes which have been in service since 1942-1959, and it is beyond service life and unable to operate as designed.  The system shall be upgraded and replaced including piping, valves, hydrants, and other appurtenances.  The system currently serves an active installation with approximately 350,000 gallons per day through a distribution system, and as such the system will be kept operational to support the mission while the project is underway.  When the new system is fully operational, the old system will be removed from service and abandoned in place.

The new system is not to connect to any existing mains or laterals except at facility entrances and appurtenance connections.  The new system should be capable of providing water at a pressure and quantity in accordance with the applicable codes for domestic demands and fire demands.  The new system shall be designed to provide all existing fire pumps with adequate flow and pressure in accordance with the pumps’ original design criteria.  The South Side system consists of approximately 14,339 linear feet (LF) of 16” pipe, 3,934 LF of 12” pipe, 36,139 LF of 10” pipe, 100,240 LF of 8” pipe, 21,152 LF of 6” pipe, 1,591 LF of 4” pipe, 5,271 LF of 3” pipe, 32,032 LF of pipe less than 2”, 328 hydrants, 186 valves, and other appurtenances.

Estimated Value Range:  In accordance with FAR 36/DFARS 235, the estimated value for this requirement is between $18,000,000 to $20,000,000.  

Estimated Schedule Dates:

  • Advertise Step One of the DB Process:  15 April 2025
  • Advertise Step Two of the DB Process:  30 June 2025
  • Design-Build Award:   29 September 2025
  • Contract Completion:  31 December 2027

Firm’s response to this Synopsis shall be limited to 5 pages and shall include the following information:

  1. Describe your experience with water distribution design
  2. Describe your experience in water distribution installation   
  3. Describe your experience in working on a military installation
  4. Please submit no more than 5 projects of similar scope to this requirement.
  5. Size/Type of Business
  6. Bonding Capacity

The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Other than Small & the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), & Woman-Owned Small Business (WOSB).  The Government must ensure there is adequate competition among the potential pool of responsible contractors.  Small business, Section 8(a), HUBZone, SDVOSB, & WOSB are highly encouraged to participate.

Estimated duration of the project is 730 calendar days.

The North American Industry Classification System code for this procurement is 237110 – Water and Sewer Line and Related Structures Construction, small business size standard of $45,000,000

The Federal Supply Code is Z1NE – Maintenance of Water Supply Facilities

Small Businesses & 8(a) participants are reminded under FAR 52.219-14, Limitations on Subcontracting, DOD will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded” for general construction-type procurement.

Prior Government contract work is not required for submitting a response under this sources sought synopsis.
