About this opportunity
The Department of the Air Force Air Education and Training Command is seeking a contractor to provide Pilot Training Transformation Device Support Services for maintaining and supporting advanced simulation training devices across six Air Force bases. The Request for Information (RFI) aims to identify capable businesses that can install, maintain, and support 142 Immersive Training Devices (ITDs) and up to 30 Instructor Operating Stations, including various device types such as common ITDs, enhanced ITDs, Helicopter ITDs, and TH-1H Multi-Place Mixed Reality devices. Potential contractors must demonstrate experience with mixed reality/virtual reality training devices and provide detailed insights into their capabilities, transition approaches, and potential implementation risks. The government will use the submitted responses to determine whether to pursue a small business set-aside and evaluate vendor qualifications. Responses are due by 12:00 PM Central Time on February 28, 2025, and must be submitted via email in Microsoft Word or PowerPoint format to the specified contracting officers.
The anticipated contract will be a commercial contract with a 12-month base period and four 12-month option periods, using NAICS code 541519 with a $34 million size standard. The contractor will be required to maintain 80% device availability at each location, apply software patches within 3 business days, and provide technical support during normal operating hours (0800-1700 Monday-Friday). An optional requirement includes supporting four Multi-Place Mixed Reality immersive aircrew training devices at Fort Novosel with 85% operational availability. The contract covers multiple locations including Joint Base San Antonio-Randolph, Columbus AFB, Laughlin AFB, Vance AFB, Sheppard AFB, and Fort Novosel, encompassing a comprehensive range of pilot training simulation support services. Contractors must also maintain security protocols for Controlled Unclassified Information and coordinate with third-party personnel through the Government Contracting Officer's Representative for software and hardware integration.

The purpose of this Request for Information (RFI) is to query the market for potential interested, capable, responsible, and qualified businesses that can provide Pilot Training Transformation Device Support Services (see attachment 2 - PWS). Interested and/or potential businesses are requested and encouraged to submit responses to the questions listed in Paragraph 5 of Attachment 1 - Request for Information (RFI), no later than 12:00 P.M. Central Time on Fri, Feb 28, 2025. All correspondence resulting from this RFI and relevant questions shall be sent to the POCs listed below:
