Request for Information (RFI)

Pilot Training Transformation Device Support Services III

1. This is NOT a request for proposal IAW FAR 5.204 this is a request for information (RFI) for maintaining and supporting Pilot Training Transformation (PTT) device solutions based on state-of-the-art commercial simulation environments, hardware solutions for the cockpit simulation environment and ancillary software elements.

2. The Air Force Installation Contracting Center (AFICC) 338 Enterprise Sourcing Squadron (ESS), JBSA-Randolph Air Force Base, Texas 78150-4302, anticipates using a Performance Price Trade-off or other type of trade-off as the selection process. The anticipated contract will be a commercial contract with a period of performance of one 12-month base year and four (4) 12-month options. The North American Industrial Classification (NAICS) code for this effort is 541519 with a size standard of $34M is determined to be the most appropriate for this acquisition.

3. The Government requires a Contractor to provide all services and equipment necessary to install, maintain, and support new and existing PTT devices. Devices currently fit into the following classifications: common Immersive Training Device (cITD), enhanced Immersive Training Devices (eITD), Helicopter Immersive Training Device (HITD), and TH-1H Multi-Place Mixed Reality (MPMR) device. Any new classifications will need to be defined and evaluated prior to inclusion in this scope. The Contractor shall support 142 ITDs and up to 30 Instructor Operating Stations (IOS) at the following locations: Joint Base San Antonio (JBSA) – Randolph, TX;

Columbus Air Force Base (AFB), MS; Laughlin AFB, TX; Vance AFB, OK, Sheppard AFB, TX;

and Fort Novosel, AL. The four MPMR immersive aircrew training devices will require support starting sixty (60) days prior to the forecasted initial class start date. The Contractor shall maintain a common software interface to integrate current and future PTT software and hardware components as required by program goals, hardware solutions for the cockpit simulation environment, and on-premises network and data architecture hardware and support, as appropriate for deployed training systems.

4. This RFI is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Vendors will not be reimbursed for any costs associated with responses to this RFI.

5. Response Format: Please provide answers for each of the following questions, utilizing the existing numbering scheme for each response and limiting your total response for this RFI to no more than three (3) pages. All interested parties are invited to provide the following information:

a. Company Name, Commercial and Government Entity (CAGE) Code and Unique Entity ID (UEI) Number.

b. Point of Contract (to include phone and email).

c. Website URL, if applicable.

d. State if your company is SAM registered under NAICS code 541519.

e. State whether your firm is large, small business, small disadvantaged business (SDB), 8(a)-certified small business, historically underutilized business zone (HUBZone) small business, veteran-owned small business (VOSB), service-disabled veteran-owned small business (SDVOSB), woman-owned small business (WOSB) based upon the for North American Industry Classification System (NAICS) code 541519.

f. Can your company meet all the description of supplies/services task described in the attached draft performance work statement (PWS)?

g. What specific software and hardware experience does your company have that would be applicable to the requirements stated in the PWS? Can you provide a description of your experience with device-level identity management and authentication solutions?

h. Detail your approach to maintaining and supporting PTT devices, including the scaled software and hardware component integration interfaces. What are your company's capabilities for addressing Diminishing Manufacturing Sources and Material Shortages (DMSMS)? How would you ensure continued operability of the devices?"

i. Describe your previous experience installing, maintaining any Mixed Reality (MR)/ Virtual Reality (VR) immersive training devices or similar platforms. In addition to your general experience with MR/VR training devices, please provide specific examples of projects similar in scope and complexity to the PTT DSS III requirements. Include the contract number and contracting agency and provide a POC at that agency if possible.

j. How would your company transition from the current contractor to ensure no interruption in services? Please address the transfer of knowledge, data, and systems.

j. What, if any risk or unknowns would hinder your ability to meet the requirement?

k. Should the Government consider a different NAICS for this requirement?

l. If your company is on a GSA schedule, please provide your contract number, labor categories, and rates that are applicable to the scope of work described in the draft PWS.

6. The Government reserves the right to decide whether or not a SB set-aside is appropriate based on responses to this notice. In order for the Government to make a SB set-aside determination, it is emphasized that SB concerns provide sufficient written information to indicate their capability to successfully perform and manage all the requirements of this magnitude.

7. All interested firms that possess the capabilities and capacities addressed herein are encouraged to respond to the notice by providing the information specified above no later than 12:00 PM (CST), on 28 Feb 25. Information shall be provided via e-mail in either Microsoft Word and/or Microsoft PowerPoint. Forward your responses regarding this RFI to the POCs identified below.
