About this opportunity
The Army Contracting Command Aberdeen Proving Ground seeks one Photonic Integrated Circuit Optical Characterization Laser System, with proposals due August 24, 2026 at 10:00 AM EST. The procurement is set aside for economically disadvantaged women-owned small businesses (EDWOSB) under the WOSB program.
Place of performance and delivery is Adelphi, Maryland (DEVCOM Army Research Laboratory, 2800 Powder Mill Road, Adelphi, Maryland 20783). Delivery is required no later than March 31, 2027 on an FOB Destination basis.
The system comprises three components. The laser must operate across 1480–1640 nanometers with 0.1-picometer wavelength resolution, 15 dBm peak output power, 20-kilohertz linewidth, signal-to-total-source spontaneous emission ratio greater than 70 dB, and output coupled into polarization-maintaining fiber with FC-APC connector. It must be compatible with Maple Leaf Photonics Fotonica software suite via USB communication. The multipower power meter mainframe must provide swept test system control software with GPIB and ethernet interfaces and Fotonica driver compatibility (dimensions 220mm × 385mm × 130mm). The power meter module must include an InGaAs sensor, 1240–1680 nanometers wavelength range, –80 dBm to +10 dBm dynamic range, 5% total uncertainty, 0.001 dB power resolution, 0.03 dB linearity, 10-microsecond to 10-second averaging range, 1,000,000 × 2 data logging buffer per port, and 4 ports with FC fiber connectivity. The contractor must provide a 1-year warranty and demonstrate commercial availability.
NAICS 541513 applies; PSC 6640. Evaluation uses Lowest Price Technically Acceptable (LPTA). The acquisition is conducted under FAR Part 12 streamlined procedures for commercial items and includes FAR 52.212-3 with Alternate I and multiple FAR and DFARS clauses covering small business requirements, cybersecurity, Buy American, and statutory compliance through FAC 2026-01. Financing is unavailable.
