About this opportunity

The Department of Veterans Affairs Regional Procurement Office West intends to award a sole-source, firm fixed price contract to Maclean Health for Philips Physiological Patient Monitoring Systems equipment for the Oklahoma City VA Medical Center's new Surgical Intensive Critical Care Unit and operating rooms, with an anticipated award date of September 17, 2026. This procurement is set aside 100 percent for Service-Disabled Veteran-Owned Small Businesses. The solicitation comprises 157 line items of hardware, software, and network infrastructure—including Patient Information Center iX systems, patient monitors, measurement modules, cables, and software—required for facility activation before the OR/SICU opens in January 2027. Market research identified only Philips systems as compatible with the hospital's existing Philips wireless network infrastructure; sole-source justification emphasizes clinical superiority (10–15 year lifespan versus 5–8 year industry standard), operational efficiency, personnel training standardization, and avoidance of approximately $985,000 in duplicate infrastructure costs. Delivery is required within 45 days of award to the OKC VA Health Care System Bio-Medical Service Offsite Warehouse in Oklahoma City, Oklahoma. All responsible sources and interested parties may submit technical data demonstrating capability to meet requirements by September 17, 2026, at 10:00 AM Pacific Time to ian.putnam@va.gov. Award will be made on a Lowest Price Technically Acceptable basis, evaluated on technical acceptability, past performance (at least one completed patient monitoring system project), and price.
