About this opportunity
The Air Force Installation Contracting Agency is soliciting quotations for the 4J Physical Medicine Advance Phase II academic and clinical Physical Therapist Assistant training course, with quotations due November 3, 2026 at 4:00 PM Eastern Time and questions due October 29, 2026. No set-aside is used. The procurement is a standalone Firm-Fixed-Price Purchase Order under FAR Part 12, evaluated on Lowest Price Technically Acceptable (LPTA) basis, and all classroom instruction, simulation laboratories, and administrative support must sit within a strict 15-mile commuting radius of JBSA Fort Sam Houston or JBSA Lackland AFB.
Place of performance is San Antonio, Texas. The training serves 36 active-duty Air Force enlisted members in the 4J0X2 career field across three staggered cohorts of 12 students, with up to 180 academic training days per cohort. The baseline is 12 students per class, and surge capacity requires 90 days' written notice and mutual agreement. The program must culminate in a CAPTE-accredited Associate of Applied Science degree in Physical Therapist Assistant studies. The program must accept 18 CCAF transfer credits, with the remaining 47 credit hours completed within 180 days for a total of 65 credit hours. Each student requires 720 clinical hours supported by existing, verified affiliation agreements. Students must receive instruction in a dedicated, closed classroom separate from civilian students. Attachment 2 clauses incorporate CMMC requirements for systems processing federal contract information or controlled unclassified information.
The base period runs November 23, 2026 through November 22, 2027, with four optional 12-month periods through November 22, 2031. Performance standards require an 85 percent NPTE pass rate and a 90 percent retention and graduation rate per cohort. The contractor covers all examination and registration fees. Removed students have no washback or re-entry eligibility, and the Government remains fully liable for their tuition and fees.
Quotations are evaluated against five technical subfactors: programmatic accreditation and degree authority through CAPTE; curriculum articulation; geographic proximity with the closed-classroom environment; the clinical rotation network; and student support services, including first-day laptop issuance, NPTE preparation platform subscriptions, academic remediation procedures, and graduation and licensing exam registration support. Pricing follows the specified CLIN structure, with monthly unit prices and extended annual totals for the base year and four option years, plus a pricing narrative substantiating the methodology and commercial catalog basis.
