About this file

This is a Request for Quotation (RFQ) for a Physical Therapist Assistant (PTA) training program to be delivered to the U.S. Air Force. The RFQ solicits quotations from accredited institutions of higher education and commercial sources to establish an annual academic and clinical training pipeline for thirty-six active-duty Air Force enlisted members in the 4J0X2 career field across three staggered cohorts of twelve students each. The training must culminate in a Commission on Accreditation in Physical Therapy Education (CAPTE) accredited PTA Associate of Applied Science (AAS) degree, with each cohort completing up to 180 academic training days post-transfer credit evaluation. All classroom instruction, simulation laboratories, and administrative support must be physically located within a strict 15-mile commuting radius of JBSA Fort Sam Houston or JBSA Lackland AFB, Texas. The contract vehicle is a single, standalone Firm-Fixed-Price (FFP) Purchase Order evaluated under a Lowest Price Technically Acceptable (LPTA) source selection process conducted under FAR Part 12.

The quotation deadline is 4:00 PM Eastern Time on November 3, 2026, with a questions deadline of October 29, 2026. The anticipated Period of Performance consists of a 12-month base period from November 23, 2026 through November 22, 2027, plus four optional 12-month periods through November 22, 2031. Quotations must address five technical subfactors: programmatic accreditation and degree authority through CAPTE; curriculum articulation accepting eighteen specific Community College of the Air Force (CCAF) transfer credits with the remaining 47 credit hours completed within 180 days; geographic proximity with a dedicated closed-classroom environment separate from civilian students; clinical rotation network with existing verified affiliation agreements supporting 720 clinical hours per student; and student support services including first-day laptop issuance, NPTE exam preparation platform subscriptions, academic remediation procedures, and administrative support for graduation and licensing exam registration. Pricing must be submitted using the specified CLIN structure with monthly unit prices and extended annual totals for the base year and four option years, accompanied by a detailed pricing narrative substantiating the methodology and commercial catalog basis for proposed prices.

1.0 GENERAL INFORMATION

1.1 Introduction, Background & Purpose.

You are invited to submit a quotation for the 4J Physical Medicine Advance Phase II Academic and Clinical Training Course on behalf of the Air Force Medical Readiness Agency (AFMRA) / Air Force Medical Command (AFMEDCOM). This Request for Quotation (RFQ) is a commercial action conducted in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Products and Commercial Services. This requirement is being awarded under North American Industry Classification System (NAICS) code 611310 (Colleges, Universities, and Professional Schools) and Product Service Code (PSC) U008 (Education/Training – Training/Curriculum Development).

The purpose of this requirement is to establish an annual academic and clinical training pipeline for thirty-six (36) active-duty Air Force enlisted members within the 4J0X2 career field. Training shall be executed across three (3) distinct, staggered cohorts of twelve (12) students each over a 12-month period, with each cohort’s instruction spanning up to, but not exceeding, 180 academic training days post-transfer credit evaluation. Instruction must culminate in a Commission on Accreditation in Physical Therapy Education (CAPTE) accredited Physical Therapist Assistant (PTA) Associate of Applied Science (AAS) degree. As tech school students they are required to live and eat on base. Additionally, they have curfews and accountability, so due to the logistics they need to be close to the base. Joint Base San Antonio (JBSA), all classroom instruction, simulation laboratories, and primary administrative support must be physically located within a strict 15-mile commuting radius of JBSA Fort Sam Houston or JBSA Lackland AFB, Texas.

Additionally: Formal FAR Part 15 source selection procedures do NOT apply to this commercial acquisition. The Government is not establishing a formal competitive range, conducting formal "discussions," or requesting "Final Proposal Revisions" (FPRs). The Government intends to evaluate quotations and award a contract without engaging in communications with Quoters.

Therefore, Quoters are highly encouraged to submit their best technical and pricing terms in their initial quotation. However, the Government reserves the right to communicate with some, all, or none of the quoters to clarify elements of the quotations, request price discounts, or resolve administrative issues.

Pricing Framework: In the event that only one quotation is received or adequate price competition is determined not to exist, the Government will evaluate pricing utilizing the price analysis policies, techniques, and procedures prescribed in FAR Subpart 15.4 (specifically FAR 15.404-1) to determine that the final price is fair and reasonable. In accordance with FAR 15.403-2(b)(3), this commercial acquisition is exempt from Certified Cost or Pricing Data requirements; however, Quoters may be required to submit data other than certified cost or pricing data pursuant to FAR 15.403-3 (e.g., published Board of Trustees-approved tuition schedules, commercial fee catalogs, and historical cost data).

The Government intends to award a single, standalone Firm-Fixed-Price (FFP) Purchase Order utilizing a Lowest Price Technically Acceptable (LPTA) source selection process. Award will be made to the responsible Quoter whose proposal conforms to all solicitation requirements, is rated Acceptable across all non-price factors and subfactors and proposes the lowest evaluated price (Total Evaluated Price). The anticipated Period of Performance (POP) consists of a 12-month base period (23 November 2026 through 22 November 2027), four (4) 12-month option periods (through 22 November 2031).

In accordance with LPTA procedures, trade-offs between price and non-price factors are not permitted. Quotations will not be ranked by non-price factors. Award will be made to the eligible, responsible offeror with the lowest evaluated price among those whose proposals are evaluated as technically acceptable.

In the event adequate price competition is determined not to exist, price reasonableness will be established utilizing the price analysis policies and techniques prescribed in FAR 15.404-1.

3.2 Lowest Price Technically Acceptable (LPTA) Process

Award will be made utilizing the Lowest Price Technically Acceptable (LPTA) evaluation process. The Government will evaluate quotations against two (2) factors:

• Factor 1: Technical Capability

• Factor 2: Price

3.3 Evaluation Relationship & Relative Importance.

Under LPTA source selection procedures, trade-offs between price and non-price factors are not permitted.

1. Non-Price Factors (Factor 1 and Factor 2) will be evaluated on a pass/fail, Acceptable / Unacceptable basis.

2. The proposal must receive a rating of "Acceptable" for every Technical subfactor under Factor 1 and for Factor 2 to be eligible for award.

3. Among those proposals determined to be technically acceptable, award will be made to the responsible Quoter with the lowest Total Evaluated Price (TEP), provided that price is determined fair and reasonable.

3.4 Evaluation of Factors.

3.4.1. Factor 1: Technical Capability

The Technical factor evaluates the Quoter's proposed approach to fulfilling all requirements outlined in the Statement of Work (SOW v3, dated 18 September 2026). The Government will evaluate the Technical proposal based on the following five (5) Subfactors:

Curriculum Compression & CCAF Articulation: The Quoter must prove an established curriculum articulation framework that accepts the eighteen (18) specific CCAF transfer credits identified in SOW Appendix B and validates that the remaining curriculum will be successfully executed within an accelerated timeframe not exceeding 180 academic training days per cohort.

3. Geographic Proximity & Closed Military Classroom: The Quoter must prove that all lecture classrooms, clinical simulation labs, and primary administrative support facilities are physically located within a strict 15-mile commuting radius of JBSA Fort Sam Houston or JBSA Lackland AFB, Texas. The Quoter must also prove that instruction, lab exercises, and practical testing will occur in a dedicated, closed-classroom environment separate from civilian students IAW SOW Section 6.2.

4. Clinical Rotation Network: The Quoter must demonstrate existing, verified clinical affiliation agreements with local inpatient and outpatient healthcare facilities in the San Antonio area capable of supporting clinical rotation placements (720 clinical hours) for thirty-six (36) students annually without saturated placements.

5. Student Support, Remediation, & Resources: The Quoter must demonstrate an acceptable plan for first-day issuance of student laptops, digital instructional software/workbooks, active NPTE prep subscriptions, structured academic remediation procedures, and administrative handling of graduation ceremonies and NPTE licensing exam registration/costs IAW SOW Sections 5.6–5.10.

Technical Rating Method: Technical subfactors will be evaluated on an Acceptable / Unacceptable basis as defined below. Any subfactor rated "Unacceptable" will render the entire Technical factor "Unacceptable" and the proposal un-awardable:

TABLE 2.0

Adjectival Rating Description Acceptable Proposal meets all minimum requirements of the solicitation, demonstrates an adequate technical approach and understanding of the Statement of Work, and indicates a risk of unsuccessful performance that is no worse than moderate.

Unacceptable Proposal does not meet the requirements of the solicitation, contains one or more deficiencies, or indicates an unacceptable risk of unsuccessful performance. Proposal is un-awardable.

3.4.2 Factor 2: Price.

The Government will evaluate the offeror's Price proposal to ensure it is fair, reasonable, balanced, and complete. Price will not be scored or rated adjectivally.

1. Ranking by Price: All proposals determined to be Technically Acceptable under Factor 1 and Factor 2 will be ranked by Total Evaluated Price (TEP) from lowest to highest.

2. Reasonableness: The proposed prices will be evaluated for reasonableness in accordance with FAR 13.106-3 and FAR 15.404-1(b). When adequate price competition exists, price reasonableness will be established primarily through competition. In the absence of adequate price competition, price reasonableness will be established using one or more of the following price analysis techniques:

o Comparison of proposed prices received in response to the solicitation.

o Comparison of proposed prices with historical prices paid under predecessor contract FA8003-26-P-0008 for identical training cohorts.

o Comparison of proposed prices with the contractor's published Board of Trustees-approved commercial catalog and tuition fee schedules.

o Comparison of proposed prices to the Independent Government Cost Estimate

(IGCE).

3. Completeness: The Government will evaluate the proposal to ensure all required pricing information has been provided across all CLINs (0001 through 5001) in Table 2 and that pricing data traces consistently between the CLIN schedule and the Pricing Narrative.

4. Unbalanced Pricing: Proposals may be evaluated for unbalanced pricing. A proposal may be rejected if the contracting officer determines that the lack of balance poses an unacceptable risk to the Government.

5. Evaluation of Options (FAR 52.217-5): The Government will evaluate offers for award purposes by adding the total price for all options (CLINs 1001–4001 and the 6-month extension under CLIN 5001) to the total price for the basic requirement (CLIN 0001) to determine the Total Evaluated Price (TEP). The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) Notice of Award: A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
