About this opportunity
This Solicitation notice is for a contract to provide contractor support in the maintenance, hosting, administration, and scoring of the Applicant Physical Abilities Test (APAT) used for employment consideration and selection of United States Secret Service law enforcement personnel. The Department of Homeland Security's U.S. Secret Service currently administers the APAT in-house but seeks contractor support to alleviate operational demands. Key contract requirements include providing testing facilities and equipment, certified proctors, an automated applicant registration and scheduling system, and adherence to detailed security protocols. The contract will have a base period of up to 12 months with two 12-month option periods. Pricing proposals should include per-applicant test fees as well as firm fixed price options based on projected testing volumes.
The solicitation is set aside for Women-Owned Small Businesses (WOSB). There is no information provided about any incumbent contractors. The contract value is not specified, but the solicitation notes that the Secret Service seeks to alleviate operational demands, additional manpower, and resources through this contractor support. The place of performance is Washington, DC, and the contractor must establish test sites within 180 miles of specified U.S. cities as well as international locations.
