About this opportunity

The National Institute of Standards and Technology (NIST) is conducting market research to identify potential vendors for custom InGaAs photodiodes, specifically seeking two photodiode models: 24 units of N17S10M-CFCS-V15883 (10mm chip) and 44 units of N17S500-CFCS-Vxxxxx (5mm active region), both to be mounted on custom ceramic carriers. This Sources Sought notice is designed to determine eligible business firms capable of providing these specialized semiconductor devices to support radiometric transfer standards and calibration services for quantum computing, quantum communications, and quantum measurement industries. Interested companies must submit a four-page capability statement electronically to Contracting Officer Angela Hitt at angela.hitt@nist.gov by June 10, 2025. The evaluation will focus on vendors' ability to meet technical specifications, manufacturing capabilities, product origin, lead times, and relevant experience. Responses should include detailed information about the company, manufacturing location, spec sheets, and examples of comparable products.

If at least two qualified small businesses are identified during this market research, NIST will potentially set aside the procurement for small business competition under NAICS code 334413 (Semiconductor and Related Device Manufacturing), which has a small business size standard of 1,000 employees. The procurement is currently not committed to a specific award value, but vendors should be prepared for a 10-week delivery timeline following order receipt, with delivery F.O.B. to NIST's Boulder, Colorado facility. Payment will be 100% upon acceptance by the Technical Point of Contact. While this is currently a market research tool and not a formal Request for Proposals, NIST may subsequently conduct a competitive or non-competitive procurement on the System for Award Management (sam.gov). The agency is seeking responses from all responsible sources, including both small and large businesses, with a particular interest in understanding potential vendors' manufacturing capabilities and product specifications.
