About this opportunity
The National Institute of Standards and Technology (NIST) Acquisition Management Division has published a Special Notice regarding their intent to negotiate a sole-source contract for custom InGaAs photodiodes. The notice targets GPD Optoelectronics Corp., located in Salem, NH, under FAR 13.106-1(b) authority for soliciting from a single source. The procurement falls under NAICS code 334413 (Semiconductor and Related Device Manufacturing) with a small business standard of 1,250 employees. NIST anticipates awarding a firm-fixed-price contract for custom photodiodes mounted on custom ceramic substrates. The notice was published on July 3, 2025, with responses due by July 18, 2025.
The procurement supports NIST's quantum computing, quantum communications, and quantum measurement calibration services, requiring 24 units of 10mm InGaAs chips and 44 units of 5mm active region photodiodes, both with specific technical configurations including 30 gauge flying leads and redundant wire bonds. Interested parties must demonstrate their capability to satisfy the requirement by submitting written responses to Contracting Officer Angela Hitt at angela.hitt@nist.gov before the July 18, 2025 deadline. The purpose of this notice is to determine whether competitive procedures could be used for this acquisition, as the information submitted will be used solely for this assessment. If competitive procedures are not implemented, NIST estimates awarding the contract by August 29, 2025, with delivery expected within 10 weeks to their Boulder, Colorado facility. Contractors must clearly and unambiguously identify their capabilities in writing to challenge the sole-source designation.
