About this file

This document is a Requirements and Specifications document for custom InGaAs photodiodes issued by the National Institute of Standards and Technology (NIST). NIST seeks the procurement of two specific photodiode models: 24 units of N17S10M-CFCS-V15883 (10mm InGaAs chip) and 44 units of N17S500-CFCS-Vxxxxx (5mm active region), both mounted on custom ceramic carriers with specific technical specifications. The photodiodes are intended to support radiometric transfer standards and calibration services for quantum computing, quantum communications, and quantum measurement industries.

The procurement is currently in a Sources Sought stage under Solicitation Number NB686010-25-01976, with a NAICS code of 334413 and a small business size standard of 1,000 employees. NIST is conducting market research to determine potential vendors and evaluate small business set-aside opportunities. Interested companies must submit a four-page capability statement to Angela Hitt by the posted deadline, including details about product manufacturing, origin, lead times, and relevant specifications. Delivery is set for 10 weeks after order receipt, with F.O.B. Destination terms to NIST's Boulder, Colorado facility, and payment will be 100% upon acceptance by the Technical Point of Contact.

REQUIREMENTS AND SPECIFICATIONS DOCUMENT

Title: Custom InGaAs photodiode on custom ceramic Requesting Lab: Sources and Detectors Group, Applied Physics Division, PML

I. BACKGROUND INFORMATION

The Sources and Detectors Group of the Physical Measurement Laboratory requires the purchase of two sizes of custom InGaAs photodiodes (detectors of optical radiation) in order to construct highly accurate radiometric transfer standards, trap detectors, in support of calibrations that serve the quantum computing, quantum communications, and quantum measurement industry. The legacy of this technology goes back decades and has been successfully deployed for the US Department of Defense and US Industry. The composition of the diodes is known in the art to have very high efficiency for the application (calibration). The photodiodes are a custom requirement because they are packaged in such a way to achieve the optimum optical efficiency for the application.

Purpose/Objective: The required work provides high-efficiency InGaAs photodiodes on a custom ceramic carrier. The outcome is twofold: High coupling efficiency and high internal quantum efficiency. In plain language: the optical detectors are capable of capturing a wide field of view of light and converting light to electricity. The diodes serve calibration services of the National Institute of Standards and technology for international comparisons, internal and external customers, and basic research.

VIII. INSPECTION & ACCEPTANCE

In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

The Government technical point of contact will inspect the dimensions of the photodiodes and carriers upon receipt.

Performance Tests:

1.The photodiodes will be measured for physical dimensions.
2.The photodiodes will be measured for spectral responsivity and external quantum efficiency.

NIST may choose at its discretion to forego this part of acceptance testing.

A visual inspection of the equipment will be performed by the NIST TPOC to identify surface defects or any form of indication that any equipment was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the equipment due to defects and/or nonconformance. The vendor is responsible for latent defects discovered any time after final inspection. However, the extent of its liability shall be prorated over the useful life of the equipment.

Ownership of the equipment shall transfer to NIST upon acceptance by the Government.

The Government will test, inspect, and accept or reject the equipment within (insert working days it will take to inspect, accept or reject) of the receipt of the equipment unless otherwise indicated above. The Government reserves the right to conduct quality assurance testing to confirm that a given instrument(s) meets the manufacturer’s and/or the Government’s performance specifications. It is anticipated that the equipment will meet all manufacturer’s specifications and/or the Government’s performance specifications identified in the most recent operations and maintenance manual for each piece of equipment and/or in this document.
