About this opportunity

The Centers for Disease Control and Prevention seeks to award a sole source firm fixed price purchase order to Nanoscience Instruments for a Phenom Pharos G2 desktop scanning electron microscope with field emission electron beam source and energy dispersive x-ray spectroscopy detector capable of elemental mapping, with quotations due September 1.

Place of performance is Everettville, West Virginia. The procurement is issued under FAR 13.101(b) (SAP) authority and carries a sole source justification based on unique technical requirements that only the Phenom Pharos G2 meets. The two key requirements are a field emission electron beam source—which achieves up to 2,000,000x magnification and permits imaging of particles just a few nanometers in size, compared to approximately 250,000x magnification from traditional tungsten filaments—and EDS elemental mapping capability. Market research identified three alternative manufacturers whose instruments can perform elemental mapping but rely on traditional tungsten filament sources unable to achieve the required resolution. The NAICS code is 334516, Analytical Laboratory Instrument Manufacturing; PSC is AJ15. Although this is a sole source intent notice, all quotations received within 15 days of issuance will be considered, and the government retains discretion to conduct a competitive procurement based on responses. Quotations should be emailed to Marie Claxton at utj4@cdc.gov by 11:00 a.m. EST on September 1. The requirement is not available on GSA Schedule.

Notice text

The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Nanoscience Instruments for purchase of Phenom Pharos G2 desktop model scanning electron microscope (SEM) with field emission electron beam source and an energy dispersive x-ray spectroscopy (EDS) detector capable of elemental mapping. There are two types of beams, field emission and tungsten filament. Traditional tungsten filaments are limited to approximately 250,000x magnification whereas a field emission source can achieve up to 8 times greater resolution (up to 2,000,000x magnification), which permits imaging particles with sizes of just a few nanometers. As such, the 2 key requirements for this procurement are a field emission electron beam source and elemental mapping capability. Only the Phenom Pharos G2 desktop scanning electron microscope (SEM) with field emission electron beam source and an energy dispersive x-ray spectroscopy (EDS) detector capable of elemental mapping sold by Nanoscience Instruments, Inc. meets both these requirements.

This contract action is for supplies and/or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.101(b) (SAP).

This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice shall be considered by the government.  A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.  Any quotation/response should be emailed to Marie Claxton at email utj4@cdc.gov by 11:00am EST on Sept 1, 2026.
