About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 4 seeks Pharmacy First Fill Services across nine Veterans Affairs Medical Centers in Pennsylvania, New Jersey, Delaware, and Ohio, with proposals due May 18 at 12:00 EDT. The procurement is a Total Service-Disabled Veteran-Owned Small Business set-aside, foreclosing competition outside that pool.
This is a five-year Firm Fixed Price IDIQ contract with a total estimated value of $45.5 million, running July 31, 2026 through July 30, 2031. Place of performance spans Altoona, Butler, Coatesville, Erie, Lebanon, Philadelphia, Pittsburgh, Wilkes-Barre, and Wilmington, Pennsylvania, and extends to facilities in New Jersey, Delaware, and Ohio. The contractor must fill and dispense original prescriptions written by VA-approved prescribers at Community-Based Outpatient Clinics, Emergency Departments, and other VISN 4 locations. Pharmacies must be licensed in Pennsylvania, New Jersey, Delaware, or Ohio; hold current DEA licenses; employ ACPE-accredited pharmacists; and be located within ten miles of catchment locations. Pricing methodology is based on MediSpan Average Wholesale Pricing discounts for brand name and generic drugs, with maximum 14-day supply limits per prescription and no refills or renewals authorized. Services must comply with OBRA-90 requirements and applicable state pharmacy regulations. Contractor shall provide monthly summary reports detailing patient information, medications, National Drug Codes, costs, prescriber names, and days' supply. Subcontracting is limited to 50 percent of services. Amendment issued May 6 adds a requirement to provide a list of potential pharmacies within a ten-mile radius of each CBOC and VAMC Emergency Department, with VA selecting pharmacies based on location, parking, and Veteran convenience; contractors may present this list using a web-based pharmacy locator tool. The NAICS code is 524292; PSC code is Q517.
