About this opportunity

The National Institutes of Health (NIH) Clinical Center is seeking to procure pharmacy cGMP (current Good Manufacturing Practice) cleaning supplies from VWR International through a sole source procurement. The cleaning supplies are critical for maintaining contamination control in NIH biologics manufacturing sites and aseptic processing areas, specifically for Building 10 in Bethesda, Maryland. Key contract requirements include the mandatory provision of Certificates of Analysis (COA), Certificates of Conformance, and Packing Inserts for each packaged case of supplies. The NIH intends to evaluate potential alternative sources through capability statements submitted by 10:00 AM EST on April 2, 2025, to lu-chang.lu@nih.gov. The government will retain sole discretion to determine whether to compete the requirement after reviewing submitted capability statements.

The procurement is not designated for any specific set-aside category, and VWR International is currently the sole intended contractor. The total contract value is $249,786.46, covering a one-year performance period from April 2, 2025, to April 1, 2026. The procurement includes approximately 15 to 100 cases of various cleaning supplies such as sterile wipes, disinfectant cleaners, mops, and bucket liners. The sole source justification is based on VWR International being the only company capable of providing the required documentation and meeting the stringent cGMP standards necessary for passing Joint Commission and FDA certifications. The procurement will be executed under the statutory authority of 41 U.S.C. 1901(a)(1), as implemented by Federal Acquisition Regulation (FAR) 13.106-1, which allows for procurement from only one responsible source.
