About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 20 is soliciting proposals for repair services of the Pharmacy Chiller located in Building 201 at the VA Southern Oregon Rehabilitation Center and Clinics (VA SORCC). The scope of work encompasses a complete repair of the chiller unit to restore it to efficient operation through labor and materials, including refrigerant recovery and reuse, installation of a new Electronic Expansion Valve and cable, new filter dryers, pressure testing, system recharge, and software reprogramming if necessary. This is classified as a service repair requirement rather than a construction project and therefore does not require Division 1 construction contract requirements. The solicitation does not specify formal evaluation criteria beyond standard firm fixed-price contract considerations. Offers are due by March 13, 2026 at 10:00 AM PST, and a mandatory site visit is scheduled for March 4, 2026 at 9:00 AM PST.
This solicitation is set aside 100 percent for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), with the contract classified under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) and PSC code J045. The estimated budget for this contract is $19 million, with a base period of performance from April 1, 2026 through June 30, 2026. The contract will be awarded on a firm fixed-price basis, with payment by Electronic Funds Transfer upon completion of services. Work will be performed at White City, Oregon, with the Network Contracting Office 20 in Vancouver, Washington serving as the issuing office. SDVOSB firms must comply with subcontracting limitations, restricting non-certified subcontractor payments to no more than 50 percent of government payments for service contracts.

To provide a repair of the Pharmacy Chiller located in Building 201 at the VA Southern Oregon Rehabilitation Center and Clinics (VA SORCC). This contract is for service and repair only. Please see Solicitation, Statement of Work, and attachments for details.
