About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 20, sought a complete one-time repair of the Pharmacy Chiller located in Building 201 at the VA Southern Oregon Rehabilitation Center and Clinics (VA SORCC). The scope of work included recovering refrigerant from circuit one, removing and installing a new Electronic Expansion Valve (EEV), installing a new EEV cable, installing new filter dryers, conducting pressure tests to verify no system leaks, recharging the system with recovered refrigerant, and testing for proper functionality. The contractor was also responsible for investigating and resolving any persistent issues, including potential software problems with the chiller control system, and was required to reprogram the chiller software as necessary to achieve complete repair. The contract was awarded on a firm-fixed-price basis under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors). The original solicitation closed on December 3, 2025, but Amendment 0001 extended the deadline to December 10, 2025, at 10:00 AM PST, with Amendment 0002 providing additional chiller specifications in Attachment 1.
This solicitation was set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) with a size standard of $19 million for the applicable NAICS code. No incumbent contractor was identified in the solicitation documents. The contract performance period was scheduled from December 10, 2025, to March 10, 2026, allowing approximately three months for completion of all repair work and deliverables. The place of performance was White City, Oregon, at the VA SORCC facility. However, it is critical to note that Amendment 0003, issued on February 11, 2026, cancelled this solicitation in its entirety. The government determined it needed to redefine the scope of work to better clarify its needs and requirements, with no award having been made at the time of cancellation. The government directed interested parties to monitor SAM.gov for the upcoming solicitation 36C26026Q0348, which will provide a more comprehensive and precise definition of the scope of services required.
