About this opportunity
The Department of the Interior, Interior Business Center, on behalf of the Armed Forces Retirement Home (AFRH) is conducting a Request for Information to refine requirements and acquisition strategy for pharmacy services at AFRH-W in Washington, DC, with White Paper responses due June 10, 2026 at 10:00 A.M. Mountain Standard Time. This is a market research and requirements-definition engagement; responses will not be evaluated as proposals, no award will be made, and the Government will not compensate respondents.
AFRH-W is a continuing care retirement community serving approximately 555 residents across five care levels: Long Term Care (36), Memory Support (24), Assisted Living (60), Independent Living Plus (25), and Residential Living (410). The anticipated contract covers a 12-month base period from July 1, 2026 through June 30, 2027, with four optional 12-month renewal periods through June 30, 2031. Performance is at the AFRH-W facility in Washington, DC.
The contractor must deliver 24/7 pharmacy services including medication dispensing, insurance billing, drug regimen reviews, medication pass reviews, in-service training, and formulary management for geriatric populations. Key requirements include emergency medication delivery within 24–48 hours, monthly drug reviews, quarterly Pharmacy & Therapeutic Committee attendance, and electronic medication administration records via Point Click Care software. The contractor supplies medication carts, provides a local backup pharmacy with on-call consultant pharmacist, and maintains an emergency dispensing system with monthly audits.
Personnel must include licensed pharmacists and registered nurses in Washington, DC, holding pharmacy doctorates or RPI-I degrees and current unrestricted licenses. All contractor personnel require tuberculosis screening, background security investigations, and Public Trust Position clearance. Performance standards require 99 percent accuracy in pharmacy services.
Approximately 80 percent of residents carry TRICARE coverage and 95 percent hold Medicare Part D or supplemental insurance; the contractor bills third-party payers directly. The procurement uses NAICS 621399 (size standard $10 million) with no set-aside. Questions are due June 3, 2026 at 10:00 A.M. Mountain Standard Time. White Papers must not exceed 20 pages (excluding title page and table of contents), formatted in Microsoft Word or PDF, 12-point black font, single-spaced, double-sided, one-inch margins.
