About this opportunity
The Department of the Navy Naval Sea Systems Command has issued a Special Notice announcing its intent to sole source a contract for a Phantom T2110 Highspeed Camera System to Vision Research, located in Wayne, New Jersey. The contract will be awarded on a noncompetitive basis through the Naval Surface Warfare Center Indian Head Division. Specifically targeting the Audio and Video Equipment Manufacturing sector (NAICS 334310), the procurement is focused on obtaining a high-speed camera system for Explosive Ordnance Disposal (EOD) training and evaluation purposes. The notice emphasizes that this is a notification of intent, not a request for quotes, and is being conducted under FAR 13.106(b) for solicitation from a single source. The government has determined that Vision Research is the only known vendor capable of meeting their technical requirements.

To be considered, vendors must be registered in the System for Award Management (SAM) and provide clear documentation demonstrating their ability to meet the government's needs. The contract will be a firm fixed-price agreement, negotiated using non-competitive procedures under 10 U.S.C. 2304(c)(1). Any responses must provide compelling evidence that competition would be advantageous to the government, though the final determination remains solely at the government's discretion. Interested parties must email their statements and capabilities directly to Shannon Wooten at Shannon.cloud-wooten@navy.mil, with oral communications explicitly not accepted. The government will not be responsible for any costs incurred by vendors in preparing their responses, and the information received will only be used to determine potential competitive procurement.
