About this opportunity

The National Park Service Midwest Region is procuring an audio/visual (AV) system installation for Perry's Victory and International Peace Memorial (PEVI) visitor center auditorium in Ottawa County, Ohio. The project involves designing, installing, programming, and commissioning a new AV system that integrates with existing equipment, including a Q-SYS core processor, an 82-inch Samsung QLED TV, wall speakers, wireless microphone, and lighting control integration with the facility's existing nLight system. Key requirements include scheduling capabilities for automated documentary playback every 20 minutes, HDMI input for external presentations, accessibility features such as assisted listening devices, and removal of outdated equipment including a VCR. The government will evaluate offers based on price, technical capability, and prior experience using a comparative evaluation method to determine best value. The original proposal deadline was December 19, 2025, but was extended via Amendment 1 to December 23, 2025 at 12:00 PM ET, with submission required via email to jordan_ellis@nps.gov; this amendment also provided responses to vendor questions and additional technical diagrams and photos.

This solicitation is set-aside exclusively for Total Small Businesses under NAICS code 238210 with a small business size standard of $19.0 million. No incumbent contractor is identified in the documentation. While no specific budget or award value is disclosed, the contract will be awarded as a firm-fixed price to a prime contractor. The period of performance is 180 days from contract award, which is anticipated in December 2025, with work expected to be completed in spring/early summer 2026 to accommodate ferry service limitations to South Bass Island where the memorial is located. Offerors must submit a capability statement, technical plan with specific equipment models, detailed project schedule, itemized cost breakdown, SAM Unique Entity ID, and acknowledgment of solicitation amendments via SF 30. The contractor must carry liability insurance with minimum coverage of $100,000 per person, $500,000 per occurrence, and $100,000 for property damage, and must comply with the Service Contract Act wage determination for Ottawa County, Ohio.
