About this file

This document is a Questions & Answers (Q&A) addendum for Solicitation 140P6426Q0003, Amendment #1, concerning an AV system upgrade for Perry's Victory and International Peace Memorial. The project involves replacing and upgrading existing audiovisual equipment, with key requirements including a digital signage player, HDMI input, a Brightsign player for a 15-minute film to be shown every 20 minutes, and integration with the existing nLight lighting system. The system will use a Samsung Q60T 82" QLED TV, wall speakers (potentially in a 5.1 surround configuration), and requires a user interface via iPad or alternative touch panel.

Critical technical specifications include scheduling capabilities, play/pause control, time remaining display, and potential compatibility with existing assisted listening system receivers. The project also involves removing outdated equipment like a VCR and potentially an old Lutron lighting system. Additional components include a handheld wireless microphone, potential network integration, and the ability to manage lighting presets during documentary playback. The site has existing infrastructure like an equipment rack in a closet, network drops, and an attic/crawl space for cabling, which will facilitate the installation of the new AV system.

Questions & Answers

Solicitation 140P6426Q0003

Amendment #1

AV System

Perry’s Victory and International Peace Memorial

1. User interface is stated to be a client-provided iPad, what model iPad is this?

Better to have a new tablet of some kind. Current is a 2nd generation iPad at newest and not updates in 10+ years.

2. Is power sequencing of the receiver, amplifiers, and microphones required?

Whatever the system needs?

3. Scheduling is listed as a core system control & automation requirement, what increment (second, minute) is required to be settable for each play time?

Minutes.

Movie is approximately 15 minutes. Would like to show every 20 minutes.

4. How many movies are required to be able to be played from the Brightsign player and put in the movie schedule?

One (1) film.

5. Does the user interface require any timing features such as elapsed movie time, remaining movie time, or time until next showing?

Minimum of time remaining on tablet. Really nice if we had a public facing time remaining clock.

6. Is play/pause required for video playback control?

If possible.

7. Will the end user need to be able to change video and audio files on the Brightsign player without the use of Brightauthor?

I have used brightauthor for other purposes not related to the movie. Should not need to change anything I feel. Have not made changes since.

8. Are there Audio Description files created already that will play concurrently with the video?

They should be on SD card with the movie in the current brightsign controller.

9. Does the Brightsign need to be UHD compliant?

No.

10. Does the Brightsign need to have GPIO control for push button backup input (in case the IPad were to be lost or damaged)?

Yeah? Currently have a two push buttons. One to start and one to stop. Not sure if it GPIO with Brightsign or the current system.

11. The SOW calls for a touch screen at the front desk, is there an existing touch panel or push button at the front desk?

Two push buttons. One start 2nd to stop. Tablet at desk is just a 2nd tablet like the one in the rack.

12. What is the existing model of the TV and how is it currently controlled?

Samsung Q60T 82" Class HDR 4K UHD Smart QLED TV

BH #SAQN82Q60T • MFR #QN82Q60TAFXZA

13. Where is the TV located in relation to the rack?

Rack in closet near front wall. TV mounted on front wall about 10 feet away.

14. How many speakers are there in the theater and this a 5.1 surround system?

There are at least 10 speakers. I believe it is 5.1 surround. 2 Back, 4 sides, 2 front, 1 center and 1 sub-woofer. Sub woofer original to building 2001. Rest replaced over 10 years ago.

15. The SOW says it is a nLight lighting system but the pictures show a Luton Grafik Eye, please specify which is in use and what the interface is( contact closure, RS232, IP, IR, etc…).

nLight lighting system is the new current system. Luton Grafik Eye is the old system.

16. How many lighting presets are desired for the system?

Maybe something like this: All light between showings of movie, low light/no light during showing, half light during credits. I believe there are 2 or 3 sets of lights in auditorium.

17. Are lights required to change at credit times?

It would be nice if they started brightening the room.

18. The HDMI Input at the front of the room, is that to be located on the wall, in the floor box, or somewhere else?

Either front wall or side wall near front. Rack is in closet on side wall near front wall.

19. Are separate Hearing Assistance and Audio Description transmitters required?

Park has receivers for hearing assistance and audio description. If transmitters replace should be compatible with current receivers.

20. How many receivers are required?

Six (6) if new system is not compatible with current receivers. None if current receivers are compatible. Current recievers are Listen Technologies Portable Display RF Receiver (72 MHz).

21. The pictures show an induction loop amp, is this to be replaced, reused, or removed? Will it continue to function without any system changes?

It would be nice to keep or similar more current system.

22. Are neck loops and earbuds required to be provided?

If current receivers are compatible, then no.

23. Are you wanting a handheld or bodypack microphone?

Handheld is fine.

24. Are you able to provide a list of the existing AV equipment you plan to reuse?

TV/Samsung display, The Rack.

25. Are you able to provide AV schematics showing your current equipment and how everything is connected, so we can determine whether any additional updates will be needed?

We can take pictures and share those (see Additional Diagram & Photos attachment).

26. Are you able to provide building plans for the areas included in the project?

Probably, will coordinate with maintenance.

27. Since this will be supported by a government grant, are there any additional requirements or compliance standards we need to be aware of?

Not a grant, no additional requirements identified.

28. Are there any architectural or as-built drawings available for this space? These would help us better understand equipment locations, distances, and the relationship between equipment and wall boxes.

Probably, will coordinate with maintenance.

29. The Scope references an nLight system; however, the provided photos appear to show a Lutron lighting system. Can you confirm which lighting control system is in place? Will a separate vendor be responsible for the installation and programming of the Acuity Controls nLight system? Typically, the AV integrator provides recall of lighting presets—should this be included in our scope?

nLight lighting system is the new current system. Luton Grafik Eye is the old system. Not sure what presets on nLight system currently are or how to change them.

30. Please confirm the make, model, and quantity of the existing surface-mounted speakers to be reused. Additionally, where are they currently located, and are they 8-ohm or 70-volt?

31. What is the make and model of the existing flat panel display that will be reused?

What is needed. Rack is in closet at front of the room where presenter is. There is an attic and crawl space.

38. For the Assisted Listening System: Is a Wi-Fi–based system acceptable, allowing visitors to access audio via their own smartphones? If not, how many receivers should be included? If earpieces or headphones are to be provided by Perry’s, how many units should be quoted, and should they be disposable or reusable/cleanable?

Sure, wifi based is ok and we can have system with current receivers or new receivers that if new system not compatible with new system. Things can be reuseable/cleanable.

39. If a system diagram is not included with the proposal, would that disqualify us as a vendor? While we can provide one, we typically prefer not to generate detailed drawings prior to award.

I would not think it would disqualify, helpful but a good explanation will work.

40. Where is the head-end for the nLight lighting system located in relation to the AV equipment rack?

The light system in closet off back of auditorium. Old system behind rack in small av closet.

41. Does the iPad control interface need to be mobile, or should it be fixed to the rack or wall? Would a wall-mounted QSC touch panel be acceptable as an alternative?

48. What is the model of the Samsung display?

Samsung Q60T 82" Class HDR 4K UHD Smart QLED TV

BH #SAQN82Q60T • MFR #QN82Q60TAFXZA

49. What is the cabling below the Samsung display’s sound bar?

One is power cord for tv and other is the wire for the sound bar

49. Is the soundbar being repurposed, or are they only going to use the wall speakers?

Sound bar is part of the wall speakers.

50. Is there a projector, or just the Samsung display? The wall access panel is labelled “Projector Control,” but there are no pictures of a projector.

Just Samsung display. Was a projector originally.

51. There’s an A/V Receiver in the rack – are you running the wall speakers in stereo or surround sound?

Yes, sorry not sure.

52. We are seeking clarification related to integration with the existing Acuity Controls nLight system. The Statement of Work requires the new AV control system to integrate with nLight to support scheduled lighting changes during documentary playback.

Clarification on the existing nLight setup is needed so the AV integrator can properly account for the required lighting integration, including what control components or interfaces are currently in place.

We can try to get pictures of the controller.
