About this file
This Statement of Work (SOW) details an audio/visual system upgrade for Perry's Victory and International Peace Memorial's visitor center auditorium. The project requires designing, installing, programming, and commissioning a new AV system that integrates with existing equipment, with key technical requirements including:
Core system control via a Q-SYS core processor, using a client-provided iPad as the primary interface, with capabilities to schedule automated documentary start times and video playback. The system must integrate with existing TV and speakers, Acuity Control nLight lighting system, and include an HDMI input for external presentations. Accessibility features include replacing current assisted listening devices and adding a wireless microphone. The period of performance is 180 days from contract award, anticipated in December 2025, with work to be completed in spring/early summer 2026 considering ferry service limitations to South Bass Island. Potential vendors must submit a capability statement, detailed technical plan with specific equipment models, project timeline, and line-itemized cost breakdown.

Statement of Work
Perry’s Victory and International Peace Memorial
Audio Visual System in Visitor Center Auditorium
Background
Perry’s Victory and International Peace Memorial, a unit of the National Park Service located in Put-In-Bay, OH on South Bass Island in Lake Erie, has a requirement to update the audio/visual system for the historical documentary played in the Park’s visitor center auditorium. The goal is to modernize the system to enhance the visitor experience, improve operational efficiency, and provide new functionality for presentations and accessibility.
Scope of Work
Design, install, program, and commission a new audio/visual system that integrates seamlessly with existing equipment and infrastructure. The system must meet the following requirements:
A. Core System Control & Automation
• System Control: The new system will be controlled by a Q-SYS core processor (or equivalent).
• User Interface: A client-provided iPad will serve as the primary user interface for system control.
• Scheduling: The system must be able to schedule automated start times for the documentary from the Q-SYS (or equivalent) administrator software.
• Video Playback: A new BrightSign player (or equivalent) will be integrated and triggered by the Q-SYS (or equivalent) system to handle video playback.
• Remote Control: The system will have the ability to start and stop video playback from the reception desk. A Q-SYS (or equivalent) touchscreen is suggested for installation at this location for full system control.
• Integration with Existing Equipment: The system must utilize the existing TV and speakers for audio and video playback.
B. Lighting and Presentation Integration
• House Lights: The new Q-SYS (or equivalent) system must integrate with the existing Acuity Control nLight system. This integration will enable the scheduling of lighting changes (e.g. dimming lights at showtime) in coordination with the scheduled documentary playback times.
• HDMI Input: An HDMI input will be added at the front of the room to allow for external presentations. This input must be selectable and controlled through the Q-SYS (or equivalent) system.
C. Accessibility and Audio
• Assisted Listening Devices: The current assisted listening devices will be replaced with new, modern equipment. The new system must have the ability to switch between the main video auto and descriptive audio for accessibility purposes.
• Wireless Microphone: A new wireless microphone will be added to the system for use during presentations. This microphone’s audio will be routed through the new Q-SYS processor (or equivalent) and played back on the existing speakers.
Period of Performance
The period of performance to complete the work will be 180 days from date of contract award. With a contract anticipated to be awarded in December 2025 and with ferry service from the mainland to South Bass Island not available again until late March or early April 2026, this will allow for the ordering of equipment over the winter and still provide ample time in the spring/early summer of 2026 to come out to the island to complete the work.
Quote Requirements
Quotes should include the following:
• Capability Statement: A brief overview of your company’s qualifications and experience.
• Detailed Technical Plan: A comprehensive description of how you will meet each of the requirements outlined in the Scope of Work, including equipment models (e.g. specific Q-SYS core or equivalent, BrightSign player model or equivalent, assisted listening device brand and model), and a system diagram.
• Project Timeline: An estimated project schedule (exact dates are not necessary, just projected timelines).
• Detailed Cost Breakdown: A line-itemized budget for all equipment, labor, programming, and any other associated costs.
