About this opportunity
The Army Contracting Command is preparing to procure replacement analytical instrumentation for the Petroleum Quality Analysis System-Enhanced (PQAS-E) mobile fuel laboratory operated by the 209th Aviation Support Battalion, 25th Combat Aviation Brigade at Wheeler Army Airfield, Hawaii, with a Sources Sought response deadline of September 14, 2026 at 9:00 AM Hawaii Standard Time. This is a market research effort with no set-aside; the Government seeks to determine whether a single vendor can supply the complete requirement or if multiple vendors are necessary.
The requirement specifies three primary instruments: an automated mini pour point analyzer (ISL PAC OptiMPP or Equal) complying with ASTM D7346 and D7689 with integrated cooling to −95°C; an X-ray fluorescence sulfur analyzer (Horiba SLFA-60MI or Equal) complying with ASTM D4294 for JP-8 and Jet A-1 fuels; and a PQAS-T7 automated titration system (Mettler-Toledo or Equal) for acidity and water content testing. All equipment must integrate with existing PQAS-E shelter and computer data acquisition subsystems without modification and support JP-8, Jet A, and Jet A-1 aviation fuels. Deliverables include manufacturer specification sheets, ISO 17025 calibration certificates, operating manuals, installation, calibration, verification, and operator familiarization services.
Capability Statements (not to exceed five pages) must be submitted in PDF format to SFC Michael Sohn (michael.j.sohn.mil@army.mil) or MAJ Paulina Reilly (paulina.d.reilly.mil@army.mil), addressing CAGE Code, UEI, socioeconomic status, existing contract vehicles, technical capabilities, and delivery lead times. NAICS 334516; PSC 6630. This notice is for market research only and does not constitute a solicitation; the Government will not reimburse response costs.
Notice text
The Government is issuing this Sources Sought notice as part of a market research effort to identify capable sources that can supply replacement analytical instrumentation for the Petroleum Quality Analysis System-Enhanced (PQAS-E) utilized by the 209th Aviation Support Battalion (209th ASB), 25th Combat Aviation Brigade (25th CAB).
The PQAS-E is a self-contained, mobile fuel laboratory designed to test and measure the quality of kerosene-based military mobility fuels and aviation turbine fuels in accordance with Military Standard 3004C (MIL-STD-3004C). The required hardware must fit within the physical dimensions, power constraints, and software parameters of the existing PQAS-E Shelter System and Computer Data Acquisition (CDA) subsystem.
The Government’s primary objective through this market research is to determine whether a single vendor is capable of providing the complete PQAS-E requirement, including all required parts, equipment, components, accessories, and incidental support services. Vendors are requested to clearly state whether they can satisfy the entire requirement. If unable to provide the full requirement, vendors shall identify with specificity the exact items, components, and/or services they are able to furnish.
