This is a Sources Sought / Request for Information (RFI) issued by the U.S. Army for the 209th Aviation Support Battalion (ASB), 25th Combat Aviation Brigade (25th CAB) at Wheeler Army Airfield, Hawaii. The Government seeks to identify capable vendors for restoration and modernization of the Petroleum Quality Analysis System-Enhanced (PQAS-E), a mobile fuel laboratory designed to test kerosene-based military mobility fuels and aviation turbine fuels in accordance with Military Standard 3004C (MIL-STD-3004C). The primary objective is to determine whether a single vendor can provide the complete requirement or if multiple vendors are necessary. Responses are due by September 14, 2026 at 9:00 AM Hawaii Standard Time in PDF format to SFC Michael Sohn (michael.j.sohn.mil@army.mil) or MAJ Paulina Reilly (paulina.d.reilly.mil@army.mil). The NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing) with PSC 6630 (Chemical Analysis Instruments).
The requirement specifies three primary analytical instruments: (A) Automated Mini Cloud and Pour Point Analyzer (ISL PAC OptiMPP or Equal) complying with ASTM D7346 and D7689, featuring integrated cooling to -95°C with automated cleaning and small footprint for mobile deployment; (B) X-ray Fluorescence (XRF) Sulfur Analyzer (Horiba SLFA-60MI or Equal) complying with ASTM D4294 for total sulfur analysis in diesel and JP-8/Jet A-1 fuels with high vibration resistance; and (C) PQAS-T7 Titration System (Mettler-Toledo or Equal) synchronized with Army PQAS-E requirements. All equipment must fit within existing PQAS-E shelter system physical dimensions and power constraints. Associated components include calibration standards, sample cells, installation, training, and shipping to Hawaii. Capability Statements must not exceed five pages and address company information (CAGE Code, UEI, POC), socioeconomic status, existing contract vehicles, technical capabilities, and delivery lead times. This notice is for market research purposes only and does not constitute a solicitation; the Government will not reimburse response costs.

3. BACKGROUND AND SCOPE
The Government is issuing this Sources Sought notice as part of a market research effort to identify capable sources that can supply replacement analytical instrumentation for the Petroleum Quality Analysis System-Enhanced (PQAS-E) utilized by the 209th Aviation Support Battalion (209th ASB), 25th Combat Aviation Brigade (25th CAB).
The PQAS-E is a self-contained, mobile fuel laboratory designed to test and measure the quality of kerosene-based military mobility fuels and aviation turbine fuels in accordance with Military Standard 3004C (MIL-STD-3004C). The required hardware must fit within the physical dimensions, power constraints, and software parameters of the existing PQAS-E Shelter System and Computer Data Acquisition (CDA) subsystem.
The Government’s primary objective through this market research is to determine whether a single vendor is capable of providing the complete PQAS-E requirement, including all required parts, equipment, components, accessories, and incidental support services. Vendors are requested to clearly state whether they can satisfy the entire requirement. If unable to provide the full requirement, vendors shall identify with specificity the exact items, components, and/or services they are able to furnish.
4. SPECIFIC INSTRUCTION TO INDUSTRY
Interested vendors shall state clearly whether they can provide:
• The complete requirement in its entirety, including all required parts/equipment/components and incidental support services; or
• Only a portion of the requirement, in which case the vendor shall identify exactly which items, components, and/or services it can provide.
5. TECHNICAL SPECIFICATIONS (BRAND NAME OR EQUAL)
The contractor must be capable of providing the following specialized testing instrumentation (Brand Name or Equal):
A. Automated Mini Cloud and Pour Point Analyzer (ISL PAC OptiMPP or Equal)
