About this opportunity
The Department of the Air Force Air Mobility Command, specifically the 319th Contracting Squadron at Grand Forks AFB in North Dakota, is seeking a contractor to provide Petroleum, Oil and Lubrication Underground Storage Tank Testing services. The contractor will be responsible for performing comprehensive underground storage tank testing, including line tightness testing, probe functionality testing, hydrostatic spill bucket testing, overfill protection verification, and sump integrity checks. Interested parties must submit a five-page capabilities package by Wednesday, April 9, 2025, at 12:00 PM CST, which should include three past references, contact information, potential subcontracting arrangements, and recent relevant experience. The evaluation will focus on the firm's ability to meet the technical requirements outlined in the Performance Work Statement, with a particular emphasis on compliance with Department of the Air Force, Environmental Protection Agency, and North Dakota Department of Environmental Quality guidelines. Contractors must use trained Class B Operators and follow Petroleum Equipment Institute RP-1200 testing procedures.
The procurement is currently set aside for small businesses under the NAICS code 541380 (Testing Laboratories and Services), with the potential for full and open competition. The contract will have a base period of twelve months with four additional twelve-month option periods, and potentially an extra six-month extension. Testing will primarily be conducted between April and October to account for winter conditions at the base, with contractors required to perform retests if initial tests fail and government repairs are made. The contractor must provide all necessary personnel, equipment, transportation, and materials to conduct the testing, and submit detailed test results on North Dakota DEQ forms within 10 days of test completion. While specific award values are not disclosed, the contract will cover comprehensive testing across multiple tank systems at Grand Forks Air Force Base, with annual and triennial testing requirements.
