About this opportunity

The Department of the Navy Information Warfare Systems Command issued a solicitation for Personnel and Pay Integration and Sustainment (PPIS) services, classified under Custom Computer Programming Services (NAICS 541511) and IT and Telecom Business Application/Application Development Support Services (PSC DA01). The procurement sought contractor support for personnel and pay integration and sustainment requirements, with the original solicitation (N0003924R4010) posted on September 18, 2024, with a proposal submission deadline of November 1, 2024. The government released the initial Request for Proposal on August 6, 2024, followed by a draft Questions and Answers document on September 6, 2024, and subsequently issued seven amendments between October 1 and October 31, 2024, to address clarifications, extend submission deadlines, and revise video presentation submission instructions. Questions concerning the solicitation were directed to four Navy contracting personnel: Contracting Officer Matthew Edson and Contract Specialists Gina Boyanton, Shaan Charran, and Rachel Locke. The specific evaluation criteria, contract requirements, and technical qualifications required by offerors are contained within the RFP documentation and its amendments.

This solicitation was issued without a set-aside designation and was designated for performance in the United States. The solicitation documentation did not identify any incumbent contractors or specific award values or budget ranges. However, the requirement underwent significant revision during the procurement process, as evidenced by the seven amendments issued in October 2024. Notably, the original solicitation was subsequently cancelled on March 3, 2025, with an announcement indicating that a revised PPIS requirement is anticipated to be solicited in Fiscal Year 2026, suggesting the government intends to re-compete this significant personnel and pay systems integration initiative.
