About this opportunity
The Minnesota Air National Guard, 133rd Airlift Wing, seeks quotations for 74 complete Personal Sleep Systems, with proposals due September 3 and quotes required to remain valid through September 30. The procurement is 100% small-business set-aside under NAICS 314999 (All Other Miscellaneous Textile Product Mills) with a 550-employee size standard.
Place of performance and delivery is Saint Paul, Minnesota (610 Militia Drive, 133rd Security Forces Squadron). Each system comprises a 30-degree Delta sleeping bag in foliage green, a 0-degree Gamma sleeping bag in urban gray, a waterproof breathable bivy with integrated pole, and compression stuff sacks. Systems must meet temperature ratings from 30 degrees Fahrenheit to minus 40 degrees Fahrenheit, feature oversized rectangular footboxes for use with boots on, double-layer nylon ripstop construction, and water-resistant breathable materials. Brand-name reference product is the Kelty/Slumberjack VariCom Complete System (Item #SJ050080) or equal; new small businesses without federal contracting history may submit commercial references and management experience in lieu of prior federal performance. Country-of-origin documentation is requested for "or equal" solutions to verify Buy American compliance. Only new systems are acceptable. Delivery is FOB Destination with the contractor bearing transportation costs. Award is anticipated by September 30 but the Government accepts later delivery dates.
Evaluation criteria are price, technical acceptability, equipment capabilities, delivery time, and past performance (FAPIIS, SPRS, CPARS, and references). Non-price factors combined are weighted equal to price. The Government reserves the right to award one contract or consider partial or multiple awards. Quotes must include Tax ID, SAM UEI, and be registered in SAM.gov. PSC code is 8465 (Individual Equipment).
