About this file
This is a Clarifying Questions and Answers document for solicitation W50S7E26QA005, a firm-fixed price Request for Quotation (RFQ) issued by the Minnesota Air National Guard (133rd Security Forces Squadron) for 74 Personal Sleep Systems. The solicitation is set-aside 100% for small businesses under NAICS 314999 with a 550-employee size standard. Award will be made on a best value basis considering price, technical acceptability, equipment capabilities, delivery time, and past performance.
The document addresses 14 clarifying questions regarding product specifications, delivery requirements, and submission procedures. Key clarifications include: the brand-name reference product (Kelty/Slumberjack VariCom Complete System SJ050080) will be accepted with standard compression sacks and a temperature rating of 30°F to -40°F; September 30, 2026 is not a firm delivery deadline, with the Government accepting later delivery dates; delivery should be made to the loading dock at 610 Militia Drive for the 133rd SFS with no unloading or inside placement services required; technical compliance matrices and manufacturer literature are sufficient for evaluating "or equal" products without requiring samples or independent test reports; new small businesses without federal contracting history may submit commercial references and management experience; country-of-origin documentation is requested for "or equal" solutions to ensure Buy American compliance; similar neutral/military colors are acceptable as alternatives; only new systems are acceptable; and vendors may include shipping in unit prices or price it separately under a dedicated line item. Quotes must be valid through September 30, 2026.

W50S7E26QA005 – Clarification Questions – Personal Sleep Systems
1. The SOW identifies the Kelty/Slumberjack VariCom Complete System SJ050080 as the brand-name product and requires both the small and large compression stuff sacks to be waterproof. Manufacturer literature for SJ050080 appears to identify standard compression sacks SJ050084 and SJ050085, while waterproof-breathable sacks may be separate part numbers SJ050088 and SJ050089. Will the standard complete SJ050080 system be accepted as the brand-name product, or must the offered system include the waterproof-breathable sack versions? The standard complete SJ050080 system will be accepted. The waterproof-breathable sack versions are NOT required. SOW has been changed to represent this.
2. The SOW requires a system temperature rating from 30°F to -50°F, while some current product literature describes SJ050080 as 30°F to -30°F or -40°F. Will the named SJ050080 system be accepted, or must the offeror provide current manufacturer documentation showing a -50°F rating? The named SJ050080 system will be accepted. The SOW has been changed to show 30 degrees F to -40 degrees F.
3. Is September 30, 2026 a firm required delivery date, or may the Government evaluate and accept the earliest firm delivery date offered after award? September 30, 2026 is not a firm required delivery date. The Government understands that items may not be available until after 30 September.
4. The SOW lists delivery to 133 SFS, 610 Militia Drive, while Sections E and F identify 631 Minuteman Drive. Please confirm the controlling delivery address. The receiving organization is the 133rd SFS. Please ensure they are listed on any shipping documents. This will make it much easier for our logistics team to get the delivery to the correct group. The loading dock is located at 610 Militia Drive and will be the most convenient drop off location.
5. The SOW states that a loading dock is available. Is delivery to the dock sufficient, with Government personnel responsible for unloading, or should the contractor include liftgate, unloading, inside delivery, or placement services? Government personnel will be available to unload if needed. Inside delivery and placement services are not required. Our Traffic Management Office does request that the items are made available to them and they are not responsible for opening doors or gates.
6. For an “equal” system, will a technical compliance matrix and manufacturer literature be sufficient, or are product samples, independent test reports, or written Government approval required before award? Technical compliance matrix and manufacturer literature will be sufficient for evaluation.
7. May a new small business with no CPARS record provide relevant commercial references and management experience in place of federal corporate past performance? All vendors must be registered on SAM.gov, per the solicitation. Not having completed business with the government in the past does not prevent you from doing business with the government.
8.For an “or equal” product, should offerors submit a side-by-side compliance matrix against the SOW requirements, or are product spec sheets sufficient? Technical compliance matrix and/or manufacturer literature will be sufficient for evaluation.
9.Is delivery by September 30, 2026 mandatory for technical acceptability, or will the Government consider documented manufacturer lead times beyond that date? September 30, 2026 is not a firm required delivery date. The Government understands that items may not be available until after 30 September.
10.Are offerors required to provide Berry Amendment, Buy American, or country-of-origin documentation with the quote? DFARS Clause 252.225-7001 Buy American and Balance of Payments Program – Basic (Feb 2024) will be part of the awarded contract. The brand name product is compliant with Buy American. Any “or equal” options will need to be too. If vendors would like to provide country of origin documentation, they may for “or equal” solutions. This requirement meets the exception to the Berry Amendment found at DFARS 225.7002-2.
11.Are commercial equivalent colors acceptable if they are similar neutral/military colors, or must the system specifically be foliage green and urban gray? Similar “or equal” colors will be considered during the evaluation process.
12.Are surplus, used, refurbished, or previously issued sleep systems prohibited? This requirement is for new sleep systems.
13.Should shipping and handling be priced only under CLIN 0002, or may shipping be included in the unit price if clearly stated? Shipping and handling can be included in the unit price if clearly stated.
14.If multiple solutions are submitted, should each solution have a separate price quote and technical documentation package? Yes, if submitting multiple solutions, please have separate price quotes and technical documentation packages.
