About this opportunity
The Department of State Office of Acquisition Management intends to award bridge contracts for temporary lodging services to three incumbent vendors—Madison Hospitality Services, LLC; Interim Homes, Inc.; and Executive Apartment Inc.—on a limited-source basis, with an estimated total value of $19.6 million for a six-month extension period ($6.5 million for Madison Hospitality Services, $8.5 million for Interim Homes, and $4.6 million for Executive Apartment Inc.).
The justification cites FAR 6.302-2, Unusual and Compelling Urgency. The underlying IDIQ contracts have expired and extension options have been fully exercised; a full and open recompete (RFP 19AQMM26R0167) remains under evaluation with no anticipated award prior to current task order expiration. Approximately 652 families currently housed under the program would face eviction and serious hardship if continuity of services were interrupted. Market research determined that new vendors would require substantial transition time to meet demand within the required timeframe, whereas the incumbent vendors are uniquely positioned to provide continuity due to existing inventory of furnished housing units, established operational infrastructure, daily shuttle services, and familiarity with Department requirements.
The bridge contract period consists of a three-month base period with an option to extend for an additional three months. Services include fully-furnished housing for foreign service personnel assigned to training at the George P. Schultz National Foreign Affairs Training Center in Arlington, Virginia, and other Washington D.C.-area locations, along with daily shuttle transportation between residential properties and training sites and additional shuttle service to DOS Headquarters as needed. Contractors must submit proposals with percentage discounts similar to current task order rates.
Notice text
This Justification and Approval (J&A) authorizes, pursuant to FAR 6.302-2, Unusual and Compelling Urgency, the award of new bridge contracts for temporary lodging services for foreign service personnel, to ensure continuity of services while the follow-on requirement is competed and awarded. A full and open recompete of this requirement is currently underway. However, award of the follow on contract(s) is not anticipated prior to the expiration of the current task orders.
Awarded contract CA-FY26-0000281 to unknown vendor for unknown amount on 2026-09-30.
