About this file
This is a Justification and Approval (J&A) document for awarding bridge contracts under the unusual and compelling urgency exception to full and open competition.
The U.S. Department of State's Bureau of Global Acquisitions is awarding new temporary lodging services contracts to three incumbent vendors—Madison Hospitality Services, LLC; Interim Homes, Inc.; and Executive Apartment Inc.—to replace three expiring task orders under a DOS IDIQ. The bridge contracts will provide fully-furnished housing for foreign service personnel assigned to training at the George P. Schultz National Foreign Affairs Training Center in Arlington, Virginia, and other Washington D.C.-area locations, with an estimated total value of $19.6 million for the six-month extension period ($4.6 million for Executive Apartment Inc., $8.5 million for Interim Homes, and $6.5 million for Madison Hospitality Services). Services include daily shuttle transportation between residential properties and training sites, with additional shuttle service to DOS Headquarters as needed. The bridge contract period consists of a three-month base period with an option to extend for an additional three months. The justification cites FAR 6.103-2 (unusual and compelling urgency) as the authority, noting that the underlying IDIQ contracts have expired and the option to extend services clauses have been fully exercised. Approximately 652 families currently housed under the program would face eviction and serious hardship if continuity of services were interrupted, as a full and open recompete (RFP 19AQMM26R0167) remains under evaluation with no anticipated award prior to current task order expiration. The incumbent vendors are uniquely positioned to provide continuity due to their existing inventory of furnished housing units, established operational infrastructure, daily shuttle services, and familiarity with Department requirements. Market research evaluated non-conventional housing providers, GSA long-term lodging solutions, and local market lease offerings, finding that new vendors would require substantial transition time to meet the Department's demand within the required timeframe. Contractors must submit proposals with percentage discounts similar to current task order rates, with the government evaluating pricing against historical data and comparable services to ensure fairness and reasonableness.
