About this opportunity
The Defense Health Agency seeks commercial solutions to modernize the Periodic Health Assessment (PHA) process under the PARATUS program, with Notices of Intent to Demonstrate due July 27, 2026. This is a Defense Commercial Solutions Opening (CSO) conducted under 10 U.S.C. 4022, potentially leading to prototype Other Transaction agreements followed by sole-source follow-on production contracts at Government discretion.
Place of performance is Rosslyn, Arlington, Virginia. The procurement targets innovative commercial software, SaaS, or new applications of existing commercial products to replace the current manual, forms-driven PHA process with AI-enabled, risk-prioritized capabilities. Required capabilities include agentic AI for adaptive conversational intake (DD Form 3024 Part A), automated ingestion and pre-population of medical records with AI/ML-based risk scoring (Part B), AI/ML-based triage for mental health assessments with mandatory human-in-the-loop safeguards preserving licensed health care provider clinical authority (Part C1), and composite risk visualization with AI-assisted recommendation drafting subject to provider review (Part C2). Solutions must operate within DOW Impact Level 5 with IL6 cross-domain solution connection capability, integrate with Military Health System data sources (MHS GENESIS, FHIR R4, HL7), include visualization dashboards and automated notifications, and provide full web and native/responsive mobile accessibility with CAC/PKI authentication.
The Government will furnish a Contract Data Package containing target schema, FHIR R4 profile constraints, governance taxonomy, and synthetic de-identified datasets. Evaluation follows a six-phase structure over approximately eight months: Phase 1 (strategic vision and full capability demonstration); Phase 2 (pass/fail CDP conformance gate); Phase 3 (pass/fail connection to Government-provisioned test environment); Phase 4 (adjectival rating on adaptability); Phase 5 (adjectival rating on service adoption strategy); Phase 6 (adjectival rating on operational field test). Following Phase 2 completion, the Government may award prototype OT agreements to one or more offerors, converting Phases 3–6 into post-award milestones. Price is evaluated only after Phase 6 for reasonableness; provisional not-to-exceed pricing is established at OT award. Offerors may propose as teams. No prior DOW/DHA corporate experience is scored. Nontraditional defense contractors must self-identify per DFARS 212.70. No small business set-aside applies. NAICS 541512, Computer Systems Design Services; PSC DA01.

23 July 26: Q&A posted to this requirement
This Area of Interest (AOI) solicits innovative commercial solutions, or new applications of existing commercial technology, to close a defined capability gap in the Periodic Health Assessment (PHA) process governed by DOWI 6200.06 (Periodic Health Assessment Program) and DOWI 6025.19 (Individual Medical Readiness).
This AOI does not constitute a Statement of Work or Performance Work Statement. It describes the Government's area of interest and the technical data and evaluation factors that will govern proposal selection. Offerors retain latitude to propose the technical approach, architecture, and implementation method that best satisfies the stated capability need, including proposing as part of a team consistent with Section 4.6.
Following successful completion of Phase 2 (CDP Conformance Gate), the Government may, in its discretion, award a prototype Other Transaction agreement under 10 U.S.C. § 4022 to one or more offerors or teams who have passed Phase 2, using the competitive procedures conducted under this CSO through Phase 2 to satisfy the competitive-procedures prerequisite of 10 U.S.C. § 4022. Award of an OT agreement under this provision does not constitute completion of this AOI's technical evaluation; Phases 3 through 6 continue as post-award milestones under that agreement, administered per Section 4.9.Upon an offeror's or team's successful completion of Phase 6, whether reached through the standard AOI down-select described at Sections 4.7 and 4.8 or through post-award milestones under a prototype OT agreement awarded under Section 4.9, the Government may, in its discretion, either (a) extend or convert that offeror's or team's prototype OT agreement to a follow-on production agreement which may include a sole-source follow-on production contract under 10 U.S.C. § 4022 Nothing in this section commits the Government to any award, or alters the Government's discretion described at Section 6.
