About this file

This is a Questions and Answers document for PARATUS Area of Interest 1 (AOI 1) dated July 23, 2026, addressing vendor inquiries regarding a federal solicitation for the Joint Operational Medical Information System (JOMIS).

Phase 1 demonstrations will be conducted virtually with approximately 60 minutes allotted per offeror or team, scheduled between July 28-31 with completion within three weeks thereafter. Offerors will be notified via email provided in their Notice of Intent to Demonstrate. Phase 1.b may be satisfied by a live, end-to-end demonstration running in the offeror's commercial cloud environment using synthetic data, with Information Assurance Level 5/6 (IL5/IL6) hosting requirements addressed narratively in Phase 1.c. The Contract Data Package (CDP) containing target schema, data dictionary, and FHIR R4 profile constraints will be provided to all vendors passing Phase 1 as early as possible. Teaming arrangements may evolve during the down-select process with advance Government notice, allowing offerors to add teaming partners post-Notice of Intent submission if the addition does not materially substitute previously evaluated capability. The Government will provide a Not-To-Exceed amount during the Days 43-50 Operational Test (OT) award decision window; format for pricing submission has not been determined. The Notice of Intent to Demonstrate submission deadline is July 27, 2026, at 3:00 PM EDT. This is a new requirement with no small business set-aside or participation goal. Questions may be submitted through July 27, with responses posted to SAM.gov, and no specific solution brief template is required.

PARATUS AOI 1 Q&A

23 July 2026

1. Phase 1 logistics. Will Phase 1 demonstrations (1.a through 1.c) be conducted virtually, in person in the National Capital Region, or at the offeror's election? How much total presentation time will each offeror or team be allotted, and approximately when within the Days 8 to 28 window should offerors expect scheduling notices after NOI submission?

Phase 1 will be conducted virtually. Demonstration time is still being finalized but plan for roughly 60 minutes (subject to change). The Government will provide further details regarding demonstration time during scheduling. The Government will begin scheduling July 28-31, with demonstrations being completed within the following 3 weeks. You will be notified via email address provided in Notice of Intent to Demonstrate.

2. Phase 1.b demonstration environment. Section 4.5.1 states no Government-hosted environment is required to pass Phase 2, and Section 5.0 treats IL5 hosting as the production target rather than a Phase 1 condition. Please confirm that Phase 1.b may be satisfied by a live, working, end-to-end demonstration of the Parts A through C2 capability running in the offeror's own commercial cloud environment using synthetic data, with IL5/IL6 posture addressed narratively under Phase 1.c.

Confirmed

3. Contract Data Package timing. Section 4.5.1 states the CDP is furnished "in connection with the Phase 2 down-select gate." Will the target schema, data dictionary, and FHIR R4 profile constraints be released to all offerors who pass Phase 1 on a common date, and will the Government consider releasing the schema and data dictionary portions earlier so offerors can maximize use of the roughly two-week Phase 2 window for conformance engineering rather than document review?

The Government will provide the CDP as early as possible to vendors that pass Phase 1.

4. Teaming after NOI submission. Section 8 requires the NOI to identify any teaming arrangement, while Section 4.6 permits team composition to evolve between phases with advance notice. Please confirm an offeror may submit its NOI as a single entity and subsequently add a teaming partner (for example, a clinical workflow or connectivity partner) with advance notice to the Government, provided the addition is not a material substitution of previously evaluated capability.

Teaming arrangements can evolve during the down select process.

5. Provisional pricing mechanics. For an offeror or team that passes Phase 2, at what point will the Government request the provisional not-to-exceed pricing contemplated by Section 4.9.5: with Phase 2 demonstration materials, or during the Days 43 to 50 OT award decision window? Is there a preferred format or cost-element breakdown for that submission?

The Government will provide a Not To Exceed amount on the OT award during the Days 43 to 50 OT award decision window. Format has not been decided.

6. The below excerpt from the CSO’s problem statement seems disassociated from the focus and scoping of PARATUS and the three AOIs outlined.

The Government is also interested in identifying innovative commercial technologies and approaches that enhance operational medical planning, analysis, modeling, simulation, and decision support across the continuum of military operations. Solutions should improve planning efficiency, interoperability, data-driven decision making, and adaptability to support joint, combined, and coalition operations.

Can you please confirm the language is associated properly to PARATUS?

Yes, the information below was added to the PARATUS CSO as a possibility for future, potential, Areas of Interest. AOI 1 does not focus on medical planning, modeling, or simulation at this time;

however, there is potential in the future. IF this work comes to fruition, it will be a separate AOI linked to CSO HT0038SC004.

7. Could you please confirm if the submission due date is Jul 27, 2026, 03:00 pm EDT is correct and if there have been any updates or amendments that may not have been posted yet?

That is the correct date and time for the Notice of Intent to Demonstrate submission.

8. Is there any incumbent/recompete or is this a brand-new project?

This is a new requirement for JOMIS.

9. Could you please clarify whether this AOI includes a small business set-aside, small-business participation goal, or minimum subcontracting or workshare requirement for small-business teaming partners?

There is no SB set-aside or participation goal on this requirement.

10. Could you confirm whether questions or pre-submission dialogue are still being accepted ahead of the July 27, 3:00 PM ET closing, and whether a specific solution brief template applies to this AOI?

Questions can be submitted up to 27 July. The questions & answers will be posted to SAM.gov.

There is no solution brief template.
