About this opportunity
The National Institutes of Health, Office of Logistics and Acquisition Operations, intends to procure an exact replacement dual-sized cell incubator chamber with temperature-controlled backup capability, with responses due by September 2, 2026 at 9:00 AM Eastern time; the government has issued a Notice of Intent signaling potential non-competitive award to Percival Scientific Incorporated but retains discretion to conduct competitive procurement based on responses received.
The incubator must maintain Dictyostelium cell lines at a constant 20-24°C and support an internal 70-pound shaker and internal computer-controlled real-time cell imaging system. The existing system, over 15 years old, has experienced reliability failures and cell line losses due to overheating, necessitating replacement. Performance location is not specified. Procurement is conducted under FAR Part 13 Simplified Acquisition Procedures with a contract value not exceeding $350,000. NAICS code 334516 applies; PSC code 6640.
Responses must include technical proposals, cost-price proposals, period of performance, Unique Entity ID, Taxpayer Identification Number, and business size certification. All offerors must maintain active SAM registration. Responses should be submitted electronically to Vishnuvajjala Hanumanth Rao, Lead Purchasing Agent, at vishnuh@mail.nih.gov. This is a non-set-aside procurement. The government's evaluation will determine whether to proceed on a non-competitive or competitive basis.

PERCIVAL INCUBATORS
The mission of the National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) is to conduct and support medical research and research training and to disseminate science-based information on diabetes and other endocrine and metabolic diseases; digestive diseases, nutritional disorders, and obesity; and kidney, urologic, and hematologic diseases, in order to improve people’s health and quality of life.
Dictyostelium cell lines must be maintained at a constant temperature of 20–24 °C. Temperatures above or below this range alter their physiology, with higher temperatures causing cell death. The current system is more than 15 years old and has reliability issues, requiring several repair orders in recent years. Cell lines in this incubator were lost when the system overheated in the middle of the night. This has resulted in many weeks required to re-establish the cell lines and has led to wasted United States Government resources. The system is reaching the end of its life cycle.
An exact replacement of the current dual-sized cell incubator chamber is required, with a temperature-controlled backup system and the capacity to support an internal 70-pound shaker and an internal computer-controlled real-time cell imaging system
