About this opportunity
The USDA Forest Service is procuring a communications shelter for their R5 Thompson Peak location in the Plumas National Forest through a firm-fixed-price purchase order. The solicitation specifically requires a PEPRO communications shelter that must be manufactured, delivered, and installed by a vendor with manufacturer's certification to install PEPRO shelters. The procurement includes an 8x8 walk-in enclosure, 40-foot tower, solar components, cable entry systems, and associated infrastructure, with new equipment only and no partial quotes accepted. Evaluation will be based on technical requirements and lowest evaluated price, with award made to a responsible offeror whose quote meets the solicitation's acceptability standards. Vendors must submit quotes to Molly Donoghue at molly.donoghue@usda.gov by August 11, 2025, at 5:00 PM ET, with questions accepted until July 28, 2025, at 5:00 PM ET.
This solicitation has no set-aside designation and does not identify any incumbent contractors, though the justification document indicates that initial market research received six quotes with two providers demonstrating required PEPRO certification. While specific award values are not disclosed, the Performance Work Statement indicates the Forest Service's annual communications shelter program operates with budgets ranging from $1.5 million to $5 million. The contractor must complete procurement, delivery, and installation within 18 months of contract award, with the communications shelter to be installed at Thompson Peak (coordinates N40 15' 38.41", W120 33' 26.05") at an elevation of 7,776 feet. Equipment delivery will be made to 23 Mohawk Highway, Blairsden, California 96103, with the remote installation location potentially requiring helicopter access due to challenging terrain and minimal ground disturbance requirements.
