About this opportunity

Military Sealift Command intends to solicit a time-chartered tug services contract to support harbor operations at Joint Base Pearl Harbor-Hickam, Hawaii, with a sources sought response deadline of September 17, 2026; the requirement is set aside for small business.

The procurement seeks four U.S.-flag tugs capable of providing round-the-clock harbor support and ship handling, including towing, mooring, berthing, pilot transfers, and emergency support. Tugs must meet federal requirements under 46 USC 51111 and sustain a minimum bollard pull of 100,000 pounds forward and 70,000 pounds astern/athwartship, operate at 11 knots transit speed at 80 percent rated horsepower, and maintain tractor-like propulsion. Specialized capabilities required include pilot transfer capability, brow configuration, fire-fighting systems, and communications equipment. Tugs remain on-site 24/7 when not actively deployed or refueling. Response time is one hour during straight-time port hours (0600–1800 Monday–Friday, excluding weekends and federal holidays) and two tugs within one to two hours during overtime; estimated overtime is 50 hours annually per tug.

The firm contract period runs 120 days from October 31, 2026, through February 28, 2027, structured as Firm Fixed Price with reimbursable fuel elements. Government supplies and reimburses fuel separately from the daily rate.
