About this opportunity

The Vermont Air National Guard seeks annual biannual inspection and preventative maintenance services for PCA (Preconditioned Air) units and air compressors with attached dryers at its South Burlington, Vermont facility, with quotes due July 15, 2026. The procurement is a 100% small business set-aside under NAICS Code 238220 (Plumbing, Heating, and Air-Conditioning Contractors), with a size standard of $16.5 million.

Place of performance is South Burlington, Vermont. Work is performed Tuesday through Friday, 0700–1600 hours, excluding U.S. federal holidays and facility closures. The contract includes a base year (September 28, 2026 through September 27, 2027) and two optional one-year renewals. The contractor must service 15 PCA units and eight different air compressor models. All contractor employees must complete base identification and vehicle pass requirements, Antiterrorism Level I training within 15 calendar days of contract start, and OPSEC training within 30 days of assignment.

The requirement is issued as a Request for Quote (RFQ) under FAR Part 12 with firm-fixed-price terms. PSC code is J041. Evaluation uses a tradeoff source selection process with three factors: Technical Capability (rated most important; feasibility and effectiveness of inspection/service processes and 10-day reporting capability); Past Performance (3–5 relevant references from contracts within three years); and Price (reasonableness and balance). Technical Capability receives an adjectival rating (Outstanding, Good, Acceptable, Marginal, or Unacceptable). Past Performance receives a confidence rating (Substantial, Satisfactory, Neutral, Limited, or No Confidence). The Government reserves the right to award to a higher-priced offeror if superior technical or past performance justifies the premium. Minimum 60-day acceptance period required. Quotes must be submitted electronically to MSgt Kristen Lucey (Kristen.Lucey.2@us.af.mil) and MSgt James Yoshikawa (James.Yoshikawa@us.af.mil).
