About this file
This is an addendum to FAR 52.212-1 that provides quote submission instructions and formatting requirements for U.S. Air Force solicitation W50S9C-26-Q-A011. Quotes must be submitted electronically by 15 July 2026 at 3:00 PM EDT to MSgt Kristen Lucey (kristen.lucey.2@us.af.mil) and MSgt James Yoshikawa (james.yoshikawa@us.af.mil). The solicitation requires maintenance and inspection services for Power Conversion Assemblies (PCAs), air compressors, and air dryers on a biannual basis. Offerors must submit a single, all-or-nothing quote with a minimum 60-day acceptance period, structured to address three evaluation factors: Technical Capability (demonstrating inspection and service processes, and reporting capabilities within 10 calendar days); Past Performance (3-5 recent and relevant references from contracts performed within three years); and Price (using the provided Excel spreadsheet with all formulas included). All quotes must be unclassified, submitted in MS Office 2013 compatible formats or PDF, and clearly labeled with the solicitation number, offeror name, address, and contact information.
The Government intends to award a single firm-fixed-price contract using a tradeoff source selection process, with Technical Capability rated as most important, followed by Past Performance, and Price evaluated for reasonableness and balance. Technical Capability will receive an adjectival rating (Outstanding, Good, Acceptable, Marginal, or Unacceptable) based on the feasibility and effectiveness of the proposed approach and risk of unsuccessful performance. Past Performance will be assessed using a confidence rating scale (Substantial, Satisfactory, Neutral, Limited, or No Confidence) based on recency, relevancy, and quality of performance history. Price will be evaluated using FAR 13.106-3 price analysis techniques to ensure fairness, reasonableness, completeness, and balance, with the Government reserving the right to award to a higher-priced offeror if superior technical or past performance justifies the premium. To be eligible for award, the offeror must be deemed responsible under FAR 9.104, including financial capability assessment.

To be considered for award, the offeror’s proposal must address how they will meet or exceed the following technical factors:
Factor 1: Inspections. Describe the process in which offeror will meet the manufacturer’s recommended inspections on a biannual basis for the listed PCAs, Air compressors and their attached air dryers as outlined in PWS Paragraphs 5.2 through 5.2.2.

The PAST PERFORMANCE shall include:
The offeror shall submit, at a minimum, 3(three) but no more than 5(five) recent and relevant past performance references that demonstrate the Offeror’s ability to provide annual maintence inspections and services of Air compressors and AC units with dryers by the offeror which considers relevant. These may include foreign, federal, state, local, and private industry contracts.
The burden of providing thorough and complete past performance information remains with the offeror. It is the offeror's responsibility to submit detailed and complete information so the Government may evaluate its Past Performance.
While the Government may elect to consider data obtained from internal and external sources other than the Quote, the burden to provide thorough and complete past performance information rests with the offeror.

Relevant contracts are comparable in scope and magnitude of effort and complexity to the PWS requirement(s).

The PRICE, Volume 4, shall include:
Price Quote Format.
Offerors are required to utilize Attachment 3, Price Quote Spreadsheet, to submit Quotes and include all formulas, functions, macros, computations, or equations used to compute the proposed amounts. Offeror should ensure formulas are correct and ensure balanced pricing. Unbalanced pricing may result in a non-responsive offer. Spreadsheet shall not be password protected.
In accordance with FAR 13.106-3(a), in addition to the information requested above, the Government reserves the right to request additional or more detailed information to support its evaluation of price reasonableness.
EVALUATION FACTORS FOR AWARD
The Government intends to award a single Firm-Fixed Price (FFP) contract to the responsible offeror whose quote represents the Best Value to the Government, price and other factors considered. This solicitation uses a Tradeoff source selection process, which allows the Government to accept other than the lowest-priced quote if the perceived benefits of a higher-priced, technically superior quote warrant the additional cost.
Factor Evaluation Type Relative Importance
Factor 1: Technical Capability
Subjective Adjectival Rating More important than Past Performance
Factor 2: Past Performance
Confidence Assessment Rating Less important than Technical Capability
Factor 3: Price Evaluated for Reasonableness/Balance
Combined, all non-price factors are significantly more important than Price.
To be eligible for award, the offeror must be deemed responsible in accordance with FAR 9.104, which includes an assessment of the offeror’s financial ability to meet the solicitation requirements. A written notice of award emailed or otherwise furnished to the successful offeror within the specified acceptance period shall result in a binding contract.
Consistency. Each section of the offeror’s Quote shall be consistent within the Quote.
Completeness. The Government’s ability to evaluate a Quote may depend on the level of detail and supporting documentation provided. Insufficient supporting documentation or detail in a Quote may prevent the Government from evaluating a Quote.
Discussions. The Government intends to evaluate Quotes and award without discussion. Offerors should provide their best terms initially.
EVALUATION OF TECHNICAL CAPABILITY
The Government will evaluate the Technical Capability volume to assess the feasibility, logic, and effectiveness of the offeror’s approach, as well as the risk of unsuccessful performance.
Technical Rating Description
Outstanding Quote indicates an exceptional understanding of the requirements. Strengths far outweigh any weaknesses. Risk of unsuccessful performance is very low.
Good Quote indicates a thorough understanding of the requirements. Strengths outweigh weaknesses. Risk of unsuccessful performance is low.
Acceptable Quote meets the minimum requirements. Strengths and weaknesses are balanced.
Risk of unsuccessful performance is moderate.
Marginal Quote does not clearly meet requirements. Weaknesses outweigh strengths. Risk of unsuccessful performance is high.
Unacceptable Quote fails to meet minimum requirements, or the facility failed inspections.
Unawardable.
EVALUATION OF PAST PERFORMANCE
The Government will evaluate the recency, relevancy, and quality of the offeror's performance history to determine the Government's level of confidence in the offeror's ability to perform.
Confidence Rating Description
Substantial Confidence Based on the offeror’s recent/relevant performance, the Government has a high expectation of successful contract performance.
Satisfactory Confidence Based on the offeror’s recent/relevant performance, the Government has a reasonable expectation of successful contract performance.
Neutral Confidence No recent or relevant performance record is available. This rating is treated as neither favorable nor unfavorable.
Limited Confidence Based on the performance record, the Government has low expectation of successful performance.
No Confidence Based on the performance record, the Government has no expectation of successful performance.
EVALUATION OF PRICE FACTOR
Price will not be rated adjectivally. The Government will evaluate proposed pricing using FAR 13.106-3 price analysis techniques to ensure proposed prices are fair, reasonable, complete, and balanced.
The Government reserves the right to make an award to a higher-priced offeror if the superior Technical or Past Performance of that offeror justifies the price premium.
