About this opportunity
The Air Force Civil Engineer Center (AFCEC) is soliciting proposals for comprehensive pavement condition inspections and evaluations across 23 Air Force installations worldwide through solicitation FA805125Q4002. The contractor will conduct American Society for Testing and Materials (ASTM) level Pavement Condition Index (PCI) inspections of airfields, roads, and parking areas, verify and update pavement inventories, and maintain the PAVER pavement management system database to generate deliverables supporting maintenance, repair, and construction planning. The work requires technical expertise in pavement assessment, advanced inspection techniques including potential use of small Unmanned Aerial Systems (sUAS), and the ability to produce comprehensive deliverable packages with executive summaries, Excel workbooks, CAD/ESRI mapping, and photographic documentation. The government will evaluate proposals using a subjective trade-off methodology focusing on technical factors (with Technical Management Approach being most important), past performance, and price to determine the best value award. Quotes are due August 11, 2025, at 2:00 PM Central Time, and offerors must be registered in the System for Award Management (SAM) with a valid Commercial and Government Entity (CAGE) code.
This opportunity is designated as a total small business set-aside under NAICS code 541330 (Engineering Services) with a size standard of $25.5 million, and the most recent incumbent contractor was identified as Chimborazo Joint Venture under task order FA8051-24-P-0016. The contract structure includes 23 individual Contract Line Item Numbers (CLINs) for specific installations spanning locations across the continental United States and overseas sites in Spain, Germany, and Greenland, plus an additional CLIN for data delivery. The performance period is 24 months, representing a recurring annual contract requirement that supports the Air Force's infrastructure condition assessment and asset management objectives. Performance locations include installations such as Altus AFB, Arnold AFB, Luke AFB, Ramstein AB, and Pituffik Space Base, with the primary place of performance listed as Tyndall AFB, Florida, where AFCEC's Airfield Pavement Evaluation Branch is headquartered.
