About this file

This document is a Questions and Answers (Q&A) file for a Pavement Condition Inspections (PCI) Studies contract for Fiscal Year 2025, solicitation number FA805125Q4002. The Q&A addresses five key inquiries from potential contractors, covering topics such as base location corrections, contract incumbent information, and technical requirements. Significant details include confirmation that this is a reoccurring annual contract, with the most recent task order held by Chimborazo Joint Venture (FA8051-24-P-0016), and changes to sampling rates and reporting methodologies. The Air Force has modified requirements, including moving away from traditional written narrative reports to a condensed "deliverable package" format and reducing sampling rates for roads and parking inspections. Contractors using automated pavement measurement technology must provide proof of data accuracy through prior project results, an independent study, or participation in a technical evaluation demonstration at Tyndall AFB, Florida.

Questions & Answers - PCI Studies FY25

FA805125Q4002

1 Aug 2025 Section/Page Reference Question Government Answer

1. General Can you please confirm the location of Little Rock AFB? The RFQ Attachment 2

- CLIN Structure Price Sheet, CLIN 0012 has it noted in AK (Alaska).

CLIN 0012 of the Price Sheet has a typo. Little Rock AFB is in Arkansas.

2. General Is this a brand new contract or is there an incumbent performing these services? If reoccurring, please provide the name of the incumbent, contract number, and period of performance.

This is a reoccurring requirement at various installations that is awarded annually, if funds are available. The most recent contract details are below.

Contractor: Chimborazo Joint Venture Task Order: FA8051-24-P-0016 Period of Performance: 24 month PoP

3. PWS Should the sampling rate for roads and parking be the same as airfields and previous year requirements?

No, the sampling rate for roads and parking inspections can now be a reduced sampling rate as indicated in ASTM D6433 paragraph 7.6. This has changed from previous years. Refer to PWS Section 5.2.2.5 for additional information and minimum requirements.

4. PWS From the PWS it appears there will not be a written narrative report (.pdf format) as part of the deliverables. Is this a correct interpretation of the PWS requirements?

That is correct. The USAF has elected to move away from the written narrative reports and now require a “deliverable package” which includes the written executive summary, Excel Workbook(s), and Appendices A through D per the PWS Section 5.3. All the same data that used to be presented in the .pdf reports will now be condensed down and provided in the Exec. Summary, workbooks and appendices without all the extra narrative that is in the reports.

5. PWS Does every contractor proposing to use automated technology for measurement of pavement attributes have to provide proof of data accuracy/repeatability?

Yes, there are three ways to fulfill this proof of data accuracy/repeatability and documentation requirement: 1) The contractor shall submit results from at least one prior project, 2) The contractor shall submit an independent study demonstrating the repeatability and accuracy of their proposed methodology, or 3) The contractor shall participate in the technical evaluation demonstration hosted at Tyndall AFB, FL. Please refer to Section 5.2.3.1 of the PWS for additional information and requirements on this matter.
