About this opportunity
The United States Air Force Civil Engineer Center seeks pavement condition inspection studies at multiple Air Force installations across the domestic and international enterprise, with quotations due August 26, 2026, and questions due August 17, 2026. The procurement is a total small business set-aside RFQ with firm-fixed-price CLINs.
Place of performance spans 28 Air Force installations including domestic bases (Minot AFB North Dakota, Nellis AFB Nevada, Barksdale AFB Louisiana, Tyndall AFB Florida, and 24 others) and overseas locations (RAF Fairford and RAF Mildenhall in England, Kunsan AB and Osan AB in South Korea, Lajes Field in the Azores, and others). The NAICS code is 541330, Engineering Services, with a small business size standard of $25.5 million.
The contractor must conduct ASTM-level pavement condition index (PCI) inspections, verify and update pavement inventory across all locations, create or update PAVER pavement management system databases, and deliver comprehensive study packages including executive summaries, Excel workbooks with detailed analysis tables, CAD/GIS files, photographs organized by section and distress type, and nine appendix maps per installation. Airfield networks require 95% confidence assessment; roads and parking networks use reduced sampling rates per ASTM standards. Key personnel must include a Program Manager/Senior Engineer, PCI Lead Engineer/Technician, and PCI Technicians meeting specified education and experience criteria. Qualified personnel require government approval; sUAS operations require Technical Airworthiness Authority approval, COTS UAS exemptions, Authority to Operate from installation commanders, FAA Certificate of Authorization, and spectrum management analysis, with preference for platforms on the DCMA "Blue List."
The period of performance is 24 months from award. Prevailing wage rates apply by installation location per applicable wage determination. Evaluation criteria include technical management approach, data quality standards, key personnel qualifications, quality assurance/quality control plan, and schedule. All prospective offerors must hold a CAGE code and be registered in SAM.gov. BB&E Inc. is excluded from submission as primary contractor or subcontractor due to organizational conflict of interest. The contract incorporates CMMC Level 2 (Self) compliance, small business subcontracting limits (maximum 50% of Government-paid amounts to non-similarly situated subcontractors for services), optional CLINs exercisable within 365 days at proposed prices, and standard FAR/DFARS compliance requirements. The incumbent contractor is Bye UAS Inc dba Silent Falcon UAS Technologies under contract FA8051-25-P-0011. The Questions & Answers posted August 18, 2026 confirm this is a recurring annual requirement.
