IAW RFO Subpart 9.5, Organizational and Consultant Conflicts of Interest. There is the appearance of an OCI of unequal access to information not available to other contractors and biased ground rules from involvement with requirement development and in support of AFCEC.

Consequently, in order to neutralize this OCI, the following business is excluded from submitting a quotation as a primary contractor and/or subcontractor on this action.

BB&E Inc.

IMPORTANT ACTION REQUIRED BEFORE AWARD

To be eligible for award, Offerors must meet the following cybersecurity requirements at the time of award and maintain them throughout the contract lifecycle:

• Achieve and maintain the Cybersecurity Maturity Model Certification (CMMC) level specified in the solicitation (or higher) for all information systems that will process, store, or transmit FCI or CUI, as required by R-DFARS 252.204-7021 and 252.204-7025.

• R-DFARS 252.204-7012, R-DFARS 252.204-7021, and R-DFARS 252.204-7025 are included to ensure all contractors are aware of the safeguarding requirements and have taken the required steps to protect FCI and CUI during contract performance.

11. Basis for Award. The Government intends to award a FFP contract resulting from this RFQ to the responsible Offeror whose quotation represents the Best Value to the Government. Best Value for this requirement will be represented by subjective tradeoff methodology for the selection process. The evaluation factors that establish the requirement’s acceptability shall be set forth in this RFQ. For the tradeoff, Subfactor 1.1 – Technical Management Approach will be considered more important than price. While the Government will strive for maximum objectivity, the tradeoff process, by its nature, is subjective; therefore, professional judgment is implicit throughout the selection process. Technical Subfactors 1.2, 1.3, 1.4 and 1.5 as well as Factor 2 – Past Performance will be evaluated as Acceptable/Unacceptable and will not be included in the tradeoff process.

The Government intends to award based on the initial quotation submission without conducting interchanges. Offerors are highly encouraged to quote their most advantageous pricing in their initial response. The responses to this RFQ are intended to be evaluated, and award made, without interchanges unless interchanges are deemed to be in the best interest of the Government. Interchanges are fluid interaction(s) between the Contracting Officer (CO) and the Contractors that may address any aspect of the quotation and may or may not be documented in real time. Offeror responses to interchanges will be considered in making the award selection decision. Interchanges may be conducted with one (1), some, or all Offeror’s as the Government is not required to conduct interchanges with any or all contractors responding to this RFQ. If the Government enters interchanges, the Government will not request final quotation revisions.

Offerors who do not quote the entire package requested will be considered non-responsive and their quotation may not be evaluated. Any factor or subfactor evaluated as “Unacceptable” will render the entire quotation as Unacceptable and, therefore, un-awardable. The Government intends to select one contractor; however, the Government reserves the right to award no contract at all.

12. Evaluation Factors. Evaluation criteria will be based on the following factors:

Factor 1 – Technical

Subfactor 1.1 – Technical Management Approach Subfactor 1.2 – Data Quality Standards for Pavement and Distress Attribute Measurements

Subfactor 1.3 – Key Personnel Qualifications Subfactor 1.4 – Quality Assurance/Quality Control Plan Subfactor 1.5 – Schedule

Factor 2 – Past Performance

Factor 3 – Price

Factor 1 – Technical: The technical factor is comprised of five (5) subfactors: 1.1 – Technical Management Approach, 1.2 – Data Quality Standards for Pavement and Distress Attribute Measurements, 1.3 – Key Personnel Qualifications, 1.4 – Quality Assurance/Quality Control Plan, and 1.5 – Schedule. Each subfactor will be evaluated based on how well it meets the Government requirements IAW this RFQ and attached PWS (RFQ Attachment 1). The Government may tradeoff price for Subfactor 1.1 only, where the quotation exceeds the minimum requirements (Table 2). Subfactors 1.2, 1.3, 1.4 and 1.5 shall be evaluated as Acceptable/Unacceptable (Table 3).

Subfactor 1.1 – Technical Management Approach: Includes evaluation of the Offeror’s submittal demonstrating a clear understanding of specific PWS requirements by submitting an explicit technical plan that describes its quoted concept of operations as well as methods and processes to perform the objectives of this contract and satisfy all PWS requirements. The Offeror's technical plan shall illustrate how its management and technical capabilities will be used to accomplish the PWS requirements and ensure the performance of quality services and deliverables as identified in the PWS. The plan shall articulate the details of how management plans to recruit, hire, and keep a highly dedicated qualified, workforce to ensure quality employees remain in place and turnover is minimal. The Offeror’s technical management approach shall also include an Organizational Conflict of Interest (OCI) Prevention Plan. The submitted technical plan shall document the Offeror’s processes and capabilities and not just restate the PWS.

Subfactor 1.2 – Data Quality Standards for Pavement and Distress Attribute Measurements: Includes evaluation of the Offeror’s demonstration of meeting minimum data quality standards for pavement and distress attributes outlined in Section 5.2.3.1, Data Quality Standards for Automated Measurement of Pavement Attributes, of the PWS. If manual inspection is proposed and the Offeror is using a testing apparatus aligning with that described in Section 5 of ASTM D5340 and D6633, it shall inherently be assumed to be Acceptable, provided that the 12 in. scale used by the surveyor reads to the nearest 1/16 inch (1.5 mm). Otherwise, for automated inspection solutions, the Offeror is required to submit, at the time of quotation submission, analysis from at least one prior project or results from an independent study. All results shall demonstrate the accuracy and repeatability of the proposed methodology while showing a direct comparison of similar conditions to manual inspections as described in Section 5.2.3.1 of the PWS. Minimum data quality standards for pavement and distress attribute measurements are defined in Table 2 (Section 5.2.3.1) of the PWS.

Subfactor 1.3 – Key Personnel Qualifications: Includes evaluation of the Offeror’s demonstration of meeting the experience and education requirements identified in Section 4.8, Qualifications of Personnel, of the PWS. The Offeror shall provide a staffing matrix that includes the number of personnel, quantity of labor hours (daily, weekly, annually) grouped by skill/trade/discipline for all efforts. The quotation must clearly identify the number of hours quoted for each labor category and provide an organizational chart delineating span of control. The Offeror may submit qualification statements and/or Letters of Intent for personnel for additional consideration to demonstrate an Offeror’s understanding of the skill sets required to perform the requirement. NOTE: Quoting inappropriate skill sets may be deemed a lack of requirement understanding and result in a less than satisfactory evaluation.

Subfactor 1.4 – Quality Assurance/Quality Control (QA/QC) Plan: Includes evaluation of the Offeror’s quoted quality assurance/quality control plan meeting the requirements identified in Section 4.6, Quality Assurance/Quality Control Plan, of the PWS. The Offeror shall provide a contractor formatted, quality assurance/quality control plan.

Subfactor 1.5 – Schedule: The Offeror’s demonstration of execution of the requirements within the not-to-exceed (NTE) performance schedules for each CLIN. Demonstrate completion of milestones and coordination of work activities to ensure each separate project will be delivered on time and within the period of performance of 24 months.

Table 2 Combined Technical/Risk Rating Method shall be used in the evaluation of Subfactor 1.1 ONLY Color Rating Adjectival

Rating Description

Blue Outstanding Quotation demonstrates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.

Purple Good Quotation indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low.

Green Acceptable Quotation meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is low to moderate.

Yellow Marginal Quotation has not demonstrated an adequate approach and understanding of the requirements and contains at least one weakness, and/or risk of unsuccessful performance is high.

Red Unacceptable Quotation does not meet requirements of the solicitation and thus, contains one or more deficiencies and is unawardable, and/or risk of performance is unacceptably high.

*A strength is defined as the following: an aspect of the quotation that exceeds the specified performance or capability requirements and provides a benefit to the Government during contract performance.

*A weakness is defined as the following: a flaw in the quotation that increases the risk of unsuccessful contract performance.

*A deficiency is defined as the following: a material failure of a quotation to meet a Government requirement or a combination of significant weaknesses in a quotation that increases the risk of unsuccessful contract performance to an unacceptable level.

Table 3 Technical Acceptable/Unacceptable Rating shall be used in the evaluation of Subfactors 1.2, 1.3, 1.4 & 1.5

Adjectival Rating Description Acceptable Quote meets the requirements of the solicitation.

Unacceptable Quote does not meet the requirements of the solicitation.

Factor 2 – Past Performance: In conducting the Past Performance evaluation, the Government will obtain information from sources available to the Government, to include Contractor Performance Assessment Reporting System (CPARS) and Supplier Performance Risk System (SPRS). The Government will evaluate Past Performance as it relates to the requirements outlined in the PWS. Past Performance will be evaluated as either Acceptable or Unacceptable.

A rating of Unacceptable will render a quotation ineligible for award.

Table 4

Adjectival Rating Description Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort, or the offeror’s performance record is unknown. (See note below)

Unacceptable Based on the offeror’s performance record, the Government does not have a reasonable expectation that the Offeror will be able to successfully perform the required effort.

Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or is so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered “acceptable.”

Factor 3 – Price: Adequate price competition per RFO 15.403-2(c)(1) is anticipated and may exists if two or more responsible Offerors, competing independently, submit priced offers that satisfy the Government’s expressed requirements. Therefore, the Offeror’s Total Evaluated Price (TEP) will be evaluated for price reasonableness. The TEP will be the only discriminator amongst Offerors for this factor. The TEP will be based on the sum of the FFP quoted on the CLIN Structure Price Sheet (RFQ Attachment 2).

Price analysis shall be used to evaluate the price reasonableness of each Offeror’s TEP. If the CO determines that adequate price competition has not been obtained, or if only one quotation is received, reasonableness shall be evaluated using other techniques and procedures described under RFO 15.404.

** Offerors shall annotate their priced offer on the CLIN Structure Price Sheet (RFQ Attachment 2), and submit the provided excel sheet with the quotation **
