About this opportunity
Army Materiel Command Contracting Command Redstone Arsenal is conducting a sole-source procurement for Parts Plus Application software licensing from Total Parts Plus, LLC, with a response deadline of August 31, 2026. The contracting activity has determined that Total Parts Plus is the only source capable of fulfilling the requirement under FAR 16.505(b)(2)(i)(B).
The Parts Plus Obsolescence Management Tool evaluates electronics manufacturing trends and assesses microcircuit and component obsolescence risks for Army aviation, missile systems, and other Department of Defense products. The procurement covers a one-year renewal of Parts Plus Application licenses with four unlimited user accounts providing access across four military sites: AvMC, CECOM, TACOM, and ARDEC, plus an optional second-year renewal.
Market research determined that competing tools such as QSTAR, IHS BOM Manager, and Silicon Expert lack either the recognition rate or capabilities of Total Parts Plus. The justification cites urgency as the controlling authority. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation for consideration. The requirement supports essential services in a classified environment. Interested parties should submit responses by August 31, 2026; phone calls will not be accepted.
