About this opportunity
Naval Supply Systems Command Fleet Logistics Center San Diego intends to award a sole-source purchase order to Malvern Panalytical Inc. for a Particle and Droplet Size Analyzer, with an anticipated award date on or before 24 August 2026. This is a FAR 12.102(a) sole-source acquisition; no competitive quotes are being solicited, though all responsible sources may submit a capability statement for agency consideration.
The analyzer will support the Rocket Lab of the Mechanical and Aerospace Engineering Department at Naval Postgraduate School, characterizing liquid fuel spray droplet sizes and distributions to improve performance of liquid systems in sponsored research. The requirement specifies a Spraytec Standard Laboratory System (Model STP5321) capable of measuring particle and droplet sizes from 0.1 microns to at least 750 microns (Dv50: 0.5 to 600 microns) in high concentration sprays, with a measurement zone width of at least 750 mm at 363 mm above bench height. The system must acquire data at 10 kHz with an available feature upgrade. IP65-rated transmitter and receiver units and thermal protection planar windows are required.
The procurement includes the primary analyzer unit, replacement windows with retaining assemblies, 10 kHz feature upgrade, on-site installation, a Spraytec Extraction System with spray collector and HEPA filter, trigger cables, an additional 300 mm lens, Windows PC for system control, operational overview training, two remote LaserDiff application training sessions, and two classroom training seats.
The commercial, firm fixed price purchase will follow simplified procedures under FAR 12.201-1. NAICS code 334516 applies. Sources must submit capability statements by 30 July 2026.
