About this file

This is a Statement of Requirement for a Particle and Droplet Size Analyzer system for the Naval Postgraduate School's Rocket Propulsion and Combustion Laboratory. The requirement calls for the procurement of a Spraytec Standard Laboratory System (Model STP5321) manufactured by Malvern Panalytical Inc., which is being pursued as a sole-source acquisition under FAR 12.102(a). The system must measure particle and droplet sizes from 0.1 microns to at least 750 microns (Dv50: 0.5 to 600 microns) in high concentration sprays, feature a measurement zone width of at least 750 mm at a center height of 363 mm above the bench, and possess the capability to acquire data at 10 kHz with an available feature upgrade. The system must include IP65-rated transmitter and receiver units and operate with additional planar windows for thermal protection.

The complete procurement package includes the primary analyzer unit, two replacement windows with retaining assemblies, a 10 kHz feature upgrade, on-site installation by a service engineer, a Spraytec Extraction System with spray collector and HEPA filter, two trigger cables, an additional 300 mm lens, a Windows PC for system control, an operational overview training session, two remote LaserDiff application training sessions, and two classroom training seats. The anticipated award date is on or before 24 August 2026, with the acquisition following simplified procedures under FAR 12.201-1 as a commercial item purchase. The applicable NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing). This sole-source procurement is justified because Malvern Panalytical Inc. is identified as the only manufacturer capable of meeting the highly specific technical, environmental, and spatial requirements necessary for the Rocket Lab's experimental setups.

Statement of Requirement Particle and Droplet Size Analyzer - 2026 Rocket Lab, MAE Department Naval Postgraduate School

1.0 Background/Introduction: The Rocket Propulsion and Combustion Laboratory (RPCL) at the Naval Postgraduate School (NPS) conducts experiments that require a precise understanding of the size distributions of droplets in fluid sprays as well as particles in the products of reactions. In the distant past and when the lab was conducting more liquid fuel experimentation, the lab had a particle and droplet size analyzer. It stopped working and was excessed many years ago. Now that sponsored research is shifting toward more liquid systems, the characterization of liquid fuel spray droplet sizes and distributions is required to improve the performance of these systems. Additionally, it is desirable to understand the particle sizes and distributions within the products of combustion in some of the experiments. This information will directly affect current and future research projects and allow thesis students and lab staff to better design experimental hardware to improve future propulsion, power generation, and material creation systems for the US Navy.
