About this opportunity

The Department of State's Bureau of International Narcotics and Law Enforcement Affairs at the U.S. Embassy in Paramaribo seeks a U.S. vendor to procure, ship, install, and support a small-scale body-worn camera pilot for the Korps Politie Suriname under the Suriname Ministry of Justice and Security, with offers due November 20, 2026 at 10:00 a.m. local Paramaribo time. No set-aside is used. Written questions are due through FEDBID by the same date and time.

Performance is in Paramaribo, Suriname, and the digital evidence management system must be hosted entirely in Suriname. The contractor must deliver at least 25 operational body-worn cameras plus at least 10% spares, an on-premises evidence management system with server and encrypted local backup, cargo shipment with customs brokerage, installation, and acceptance testing with a cybersecurity assessment. Training is role-based and train-the-trainer in English and Dutch. Equipment must be new and TAA-compliant U.S.-made or designated country end products. Camera requirements include 1920x1080 resolution at 30 fps, a 140-degree minimum diagonal field of view, a 14-hour battery shift, IP67 rating, and MIL-STD-810H with a 6-foot drop rating. The system requires AES-256 encryption at rest, TLS 1.2 or higher in transit, multi-factor authentication, and alignment with FBI CJIS Security Policy.

Equipment delivery is due within 30 calendar days of award, and Government Acceptance within 120 calendar days. Local and remote support runs 12 months. The notice text specifies 12 months of warranty, while the SOW requires a 24-month manufacturer warranty.

The firm-fixed price ceiling is $250,000 across CLINs 0001-0008, with no adjustments for cost escalation, material fluctuations, or currency exchange. The Government anticipates a single Purchase Order under FAR Part 12 simplified acquisition procedures. No incumbent is named.

Evaluation uses best-value trade-off under FAR 13.106, based on technical acceptability (pass/fail), technical merit, past performance within three years with preference for international deployments, and price. Technical factors are weighted significantly more heavily than price.

NAICS is 334220, and PSC is 5836.
