About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command seeks procurement of a commercial Unmanned Aerial System package for the 3rd Infantry Division Public Affairs Office, with proposals due September 4, 2026. This is a 100% small business set-aside; the underlying solicitation was initially posted as a Women-Owned Small Business set-aside but the source materials reference both WOSB and Total Small Business designations—Amendment 0001, effective August 26, 2026, clarifies requirements and adds a Questions and Answers attachment, which must be acknowledged by offerors prior to the deadline.

Place of performance and delivery is Fort Stewart, Georgia (DoDAAC W90FQZ, 3rd Infantry Division G6, 942 Dr Ben Hall Place, Fort Stewart, GA 31314; Ronald E. Nixon Jr., point of contact). Delivery is required by September 30, 2026, FOB Destination with contractor-paid transportation.

The baseline configuration is one Skydio X10D Vehicle Only Solution (Multi-Band/IR, North America, P/N DR4DVHB3I0A1000NA or equal), one Skydio X10D Multi-Band Controller (P/N DR4DCTR300A0000NA or equal), two Skydio X10 150W Batteries (P/N DR4ACCBAT or equal), and one Skydio X10 Dual Charger with 230W Wall Adapter (P/N DR4ACCCHRG2230NA or equal). Bundled configurations are acceptable if quantities and configurations match salient characteristics.

Mandatory salient characteristics include minimum 40-minute flight endurance, man-packable single-operator deployment in under 3 minutes, integrated multi-sensor gimbal with minimum 48MP telephoto (16x zoom), 50MP wide-angle, and 640x512 radiometric thermal sensor, 12 km line-of-sight operational range, 360-degree obstacle avoidance, GPS-denied navigation, AI-driven autonomous tracking, and robust cybersecurity protections.

All software licenses, maintenance, support, and OEM services must be activated concurrently and remain active for three years. The autonomy system license must be perpetual and non-transferable, with all three-year software support, security updates, maintenance, and OEM support included in the initial quoted price.

Mandatory compliance includes active listing on the Department of Defense Blue UAS Cleared List at proposal submission, full compliance with NDAA Section 848 (FY20) and the American Security Drone Act (ASDA) of 2023, and exclusion of parts or software from prohibited foreign entities. For equivalent products, offerors must submit a line-by-line compliance matrix, OEM datasheets, Blue UAS Cleared List documentation, NDAA Section 848 compliance certification with Bill of Materials, ASDA compliance certification, country-of-origin documentation, and cybersecurity compliance evidence.
