About this file

This document is a Questions and Answers (Q&A) clarification for a federal procurement solicitation for Unmanned Aerial Systems (UAS) equipment and related services.

The procurement is a 100% Small Business Set-Aside (FAR 19.5) with delivery required to Fort Stewart, Georgia (DoDAAC W90FQZ, Attn: Ronald E. Nixon Jr, 3rd Infantry Division G6, 942 Dr Ben Hall Place, Ft. Stewart, GA 31314). The Government requires one Skydio X10D Vehicle Only Solution (Multi-Band/IR, North America, P/N DR4DVHB3I0A1000NA or equal), one Skydio X10D Controller Only (Multi-Band, North America, P/N DR4DCTR300A0000NA or equal), two Skydio X10 150W Batteries (P/N DR4ACCBAT or equal), and one Skydio X10 Dual Charger with 230W Wall Adapter Assembly (P/N DR4ACCCHRG2230NA or equal). Bundled/package configurations are acceptable provided all quantities and configurations match the salient characteristics. The complete physical UAS system must be delivered by September 30, 2026, with all software licenses, maintenance, support, and OEM services activated concurrently and remaining active for a required three-year period. The autonomy system license must be perpetual and non-transferable, with all three-year software support, security updates, maintenance, and OEM support services included in the initial quoted price. For equivalent products, offerors must submit a line-by-line compliance matrix, OEM datasheets, Blue UAS Cleared List documentation, NDAA Section 848 compliance certification with Bill of Materials, ASDA compliance certification, country-of-origin documentation, and cybersecurity compliance evidence.

1. Set-Aside Classification – Discrepancy Between SAM.gov and Solicitation

We noted a discrepancy regarding the applicable set-aside designation. The SAM.gov opportunity identifies the procurement as a Total Small Business Set-Aside (FAR 19.5);

however, the solicitation document appears to identify the requirement as a Women- Owned Small Business (WOSB) set-aside.

Could you please confirm which designation governs this solicitation?

Specifically, should offerors treat this procurement as:

• Total Small Business Set-Aside (FAR 19.5), as identified on SAM.gov; or

• Women-Owned Small Business (WOSB) Set-Aside, as indicated in the solicitation document?

If the WOSB designation governs, please advise whether the SAM.gov opportunity will be updated accordingly.

This is a 100% Small Business set aside as indicated on both the solicitation and SAM. GOV published notice-I see no reference to WOSB in either.

2. Complete Delivery / Ship-To Address

The solicitation identifies Ship-To DoDAAC W90FQZ and Fort Stewart, GA; however, we were unable to identify a complete physical receiving address.

Please provide the complete street address, building/location (if applicable), and ZIP code that should be used when calculating FOB Destination freight/shipping costs.

Attn: Ronald E. Nixon Jr

3rd Infantry Division G6, 942 Dr Ben Hall Place, Ft. Stewart, GA 31314

3. Exact Required Hardware Configuration and Quantities

Based on the Salient Characteristics, our understanding is that the Government requires:

• 1 EA – Skydio X10D Vehicle Only Solution, Multi-Band/IR, North America – P/N DR4DVHB3I0A1000NA, or equal

• 1 EA – Skydio X10D Controller Only, Multi-Band, North America – P/N DR4DCTR300A0000NA, or equal

• 2 EA – Skydio X10 150W Batteries – P/N DR4ACCBAT, or equal

• 1 EA – Skydio X10 Dual Charger with 230W Wall Adapter Assembly, North America – P/N DR4ACCCHRG2230NA, or equal

Please confirm that the above represents the complete required hardware configuration and quantities.

Additionally, if a manufacturer provides these components as a bundled/package configuration rather than under the individual referenced part numbers, please confirm whether the package is acceptable provided it contains all required equipment in the stated quantities and meets or exceeds all salient characteristics.

Correct hardware configuration and quantities-bundled/package is acceptable only if all quantities, and configurations are the same as prescribed in the salient characteristics

4. Three-Year Software, Licensing, Maintenance, and Support

The requirement references three years of OEM software support, security updates, autonomy system licensing, maintenance, and support.

To ensure the correct licenses and support are included in our pricing, please clarify the following:

• Is a full three-year term required for software/support, security updates, maintenance, and OEM support?

Yes. A full three-year term is required for:

- Software/support

- Security updates

- Maintenance

- OEM support services

• Must the autonomy system license be perpetual, or is a three-year license/subscription acceptable?

License is perpetual and non-transferable.

• Must all required software/licenses and the complete three-year support period be included in the initial quoted price?

Yes. All required software/licenses and the complete three-year support period (updates, maintenance, OEM support/security updates) must be included in your initial pricing.

• If specific OEM software, subscription, maintenance, or support SKUs/part numbers are required, please identify them.

Vendor to provide all required OEM software, subscription, maintenance, and support part numbers/SKUs as part of their quote. These SKUs must correspond to the OEM-specified items necessary to meet the three-year software/support, security update, autonomy licensing, and maintenance requirements.

5. Blue UAS Cleared List Requirement

The Salient Characteristics identify Blue UAS compliance as a requirement. To ensure that any proposed equivalent is evaluated correctly, please clarify whether:

• the base aircraft/model must be actively listed on the current DIU Blue UAS Cleared List; or

• the exact offered aircraft configuration, including its specific payload/components, must be represented on the Blue UAS Cleared List.

Please also confirm whether the required Blue UAS status must be current as of the quotation submission date.

Offerors must propose a Blue UAS-cleared system as configured on the current DCMA/Blue UAS Cleared List, including payloads and components. The proposed configuration must exactly match the listed configuration and maintain active Blue UAS Cleared status as of the quote submission date.

6. Documentation Required for an “Or Equal” Product

Since the requirement permits Brand Name or Equal, please confirm what supporting documentation should accompany an offer of an equivalent UAS.

Specifically, please advise whether the Government requires any or all of the following:

• Line-by-line compliance matrix addressing each salient characteristic

A line-by-line compliance matrix correlating each salient characteristic to the offered system

• OEM/manufacturer datasheets and technical literature

OEM/manufacturer datasheets and technical literature supporting all features claimed

• Documentation confirming current Blue UAS status

Documentation confirming that the exact offered UAS configuration (airframe + payloads/components) is listed and currently active on the Blue UAS Cleared List at time of quote.

• Section 848 NDAA compliance documentation/certification

A signed NDAA 848 compliance certification, accompanied by a complete Bill of Materials with country of origin for each component

• American Security Drone Act (ASDA) compliance documentation/certification

A signed ASDA compliance certification, with supporting component origin documentation confirming no covered foreign entity involvement

• Country-of-origin information

Country-of-origin documentation for all critical components

• Cybersecurity/security compliance documentation

Evidence of cybersecurity compliance (e.g., third-party assessment, AUVSI Green List, or vendor attestation in accordance with OMB M-26-02)

• Any other technical certifications or supporting documentation

Any other applicable technical certifications (e.g., ITAR, FCC) as specified in the solicitation or salient characteristics

If a compliance matrix is required, please advise whether the Government has a prescribed format.

7. September 30, 2026 Delivery Requirement

Our understanding is that the complete physical UAS system—including the aircraft, controller, batteries, charger, and all other required hardware/accessories necessary for an operational system—must be delivered to Fort Stewart on or before September 30, 2026.

Please confirm whether September 30, 2026 is a firm required delivery date for all physical equipment.

For the three-year software, licensing, maintenance, and support requirement, please also confirm whether these services/licenses are required to be activated by September 30, 2026 and then remain effective for the required three-year period, rather than the entire three-year service period being completed by that date.

The Contractor shall deliver the fully operational UAS system (aircraft, controller, batteries, charger, accessories) to Fort Stewart on or before September 30, 2026. Concurrently, all software licenses, maintenance, support, and OEM services must be activated by that date and remain active for the required three-year period commencing upon delivery.
