About this opportunity
The National Park Service Midwest Region seeks replacement of buoys and navigational signs at Padre Island National Seashore, with quotes due September 4, 2026. This is a Total Small Business set-aside under simplified acquisition procedures (FAR Part 13), firm fixed-price, with NAICS 237990 and PSC J020.
Place of performance is 20301 Park Road 22, Corpus Christi, Texas 78418. The scope covers demolition and replacement of eight wood pile daybeacons (Private Aids to Navigation) in compliance with USCG 33 CFR Parts 62 and 66, and installation of seven regulatory buoys in Bird Island Basin using government-furnished helical buoy sets. All work must comply with environmental protections for Kemp's ridley sea turtle critical habitat. Work completion is required within 90 calendar days of Notice to Proceed. In-water work can be scheduled as soon as possible; the previously stated November 1 through March 31 work window no longer applies, and NPS monitor requirements have been eliminated for out-of-season work.
Contractor responsibilities include evaluation of existing anchor removal conditions, mobilization of barge-mounted crane with diesel hammer for daybeacons and workboat with hydraulic torque driver for buoys, USCG Form CG-2554 submission at least 30 days prior to work, turbidity curtain installation, and as-built surveys. Work hours are 7 a.m. to 4 p.m., Monday through Friday only. Quotes must include minimum three and maximum five past performance references from the past five years and a detailed technical narrative with proposed schedule and approach. Respondents must be registered in SAM as active small businesses, attend a site visit or submit a waiver, provide a performance bond or irrevocable letter of credit (100% of contract value) within ten days of award, and meet Buy American construction materials requirements. Liability insurance minimum is $100,000 per person and $500,000 per occurrence. Prevailing wage rates under DOL wage determination apply, with federal minimum wage of $13.65 per hour. Award will be based on best value considering price, technical capability, and past performance, evaluated in groups of three starting with lowest-priced quotes. Quotes are valid for a minimum of 60 days. Amendment 001, issued August 21, acknowledges the contractor questions and NPS response document; offerors must acknowledge receipt of this amendment by the original due date.
