About this file
This is a Scope of Work (SOW) for the replacement of buoys and navigational signage at Padre Island National Seashore, PMIS #328048, prepared by Greg Smith on March 19, 2026.
The project involves two primary components: (1) demolition and replacement of eight existing damaged Private Aids to Navigation (PATONs)—wood pile daybeacons—with treated wood pile replacements at charted positions in compliance with USCG 33 CFR Parts 62 and 66; and (2) installation of seven regulatory buoys in Bird Island Basin, including six "No Boats" exclusion zone buoys and one replacement "No Wake" buoy using government-furnished helical buoy sets (Sur-Mark regulatory buoys with appropriate signage). The contractor shall submit USCG Form CG-2554 at least 30 days prior to work and verify Preconstruction Notification requirements under USACE Nationwide Permit 1. Work must comply with environmental protections for Kemp's ridley sea turtle critical habitat, with work windows restricted to November 1–March 31 unless an NPS-approved monitor is provided. The contractor shall mobilize appropriate equipment (barge-mounted crane with diesel hammer for PATONs; workboat with hydraulic torque driver for buoys), install turbidity curtains, conduct site assessments with NPS COR and USCG, and complete final documentation including as-built surveys and completion reports. All work must be completed within 90 calendar days of Notice to Proceed, with weekly progress briefings provided to the Contracting Officer and COR. Work hours are 7 a.m. to 4 p.m., Monday through Friday, with no nighttime or weekend work permitted. The anticipated award date is mid-September 2026, and Q&A responses will be released around August 30, 2026.

Scope of Work (SOW)
Replace Buoys and Navigational Signage
PMIS - 328048
Scope / Statement of Work
Task Order /
Project Title:
Replace Buoys and Navigational Signage
Park /
Park Unit:
Padre Island National Seashore
PMIS#:
Prepared By: Greg Smith
Date: 19 March 2026
1. PROJECT DESCRIPTION / SUMMARY:
1.1. PATONs: The contractor shall demolish and remove eight (8) existing damaged daybeacons
(PATONs) primarily wood piles with attached daymarks and install replacements at charted positions using treated wood piles as the standard. This "in-kind" replacement restores USCG-permitted aids for boater safety, complying with 33 CFR Parts 62 and 66. Objectives include enhancing navigation for interagency operations, ensuring minimal environmental disturbance, and achieving long-term durability in marine conditions prone to borers, rot, and storm impacts.
1.2. Windsurfing Buoys: The contractor shall install seven (7) regulatory buoys using government-furnished helical buoy sets at designated positions in Bird Island Basin (BIB) to mark "No
Boats" exclusion zones for windsurfing safety and replace one "No Wake" buoy that washed away. This includes six (6) "No Boats" buoys and one (1) "No Wake" buoy, utilizing eco-friendly helical anchors approved for sensitive seabeds in PAIS. The installation complies with
USCG regulations for private aids to navigation (33 CFR Parts 62 and 66) and USACE
Nationwide Permit (NWP) 1. Objectives include enhancing recreational safety, ensuring minimal environmental disturbance in sensitive coastal habitats, and providing long-term durability against tidal, wind, and storm impacts. All buoys shall be Sur-Mark regulatory buoys
(white with orange horizontal bands), with appropriate signage: diamond with cross and black
"NO BOATS" lettering for exclusion zones, and circle with black "NO WAKE" lettering for the controlled zone. Buoy #05 is in shallow water (1.25 ft at MSL) and may require adaptation, such as shortened elastic mooring line or removal of midline float, to ensure proper flotation and visibility; adaptations must be approved by the NPS COR prior to installation.
2. OBJECTIVES:
2.1. PATONs: Restore fully functional, USCG-permitted Private Aids to Navigation for safe navigation of law enforcement, search-and-rescue, and authorized vessels using the Boat Basin ramp. Ensure continued compliance with USCG 33 CFR Part 66 and NWP 1. Minimize environmental disturbance within sensitive coastal waters and Kemp’s ridley sea turtle critical habitat.
2.2. Windsurfing Buoys: Establish clearly marked "No Boats" exclusion zones to protect windsurfing areas from motorized vessel intrusion, replace the lost "No Wake" buoy to maintain speed restrictions, and ensure compliance with USCG 33 CFR Part 66 and USACE NWP 1.
Minimize environmental impacts in Kemp’s ridley sea turtle critical habitat and sensitive seabeds by using approved helix-type anchors (Eco Mooring System with helical anchors, elastic eco mooring lines, stainless shackles, and swivels). Achieve durable, visible markers that withstand marine conditions while supporting recreational use.
3. BACKGROUND:
3.1. PATONs: Originally established for oil barge traffic, these PATONs are NPS-owned and listed as "Private Aid" in USCG Light Lists, requiring maintenance per 33 CFR Part 66. Recent storm damage has led to leaning or missing markers, heightening collision risks in this intracoastal channel.
3.2. Windsurfing Buoys: Bird Island Basin is a popular windsurfing area within Padre Island
National Seashore, requiring regulatory buoys to delineate safe zones and restrict boat access for user safety. One "No Wake" buoy has washed away due to storm activity, and six new "No
Boats" buoys are needed to mark exclusion zones. These are NPS-owned private aids listed in
USCG Light Lists, requiring maintenance per 33 CFR Part 66. The project falls under USACE
NWP 1 for aids to navigation. Helical anchors were selected for their low-impact installation on sensitive seabeds.
4. SPECIFIC WORK / TASKS:
4.1. Pre-Construction / Permitting (needs to be ready before PR submission)
4.1.1. Submit USCG Form CG-2554 (Private Aids to Navigation Application) to USCG District
8 (Sector Corpus Christi) at least 30 days prior. Complete all blocks: Block 1 (Establish and
Maintain or Change), Block 4 (necessity for safe channel navigation), Block 6 (USACE
NWP 1 verification), Block 7 (aid details including position in NAD83, depth, dayboard shape/color/height), and attach charts/sketches showing locations. Include manufacturer data for daymarks (e.g., retro-reflective candela ratings). Sign Block 10 agreeing to hold
USCG harmless. (Jonathan will work)
4.1.2. Verify no Preconstruction Notification (PCN) needed under NWP 1; if in ecologically sensitive areas, submit PCN to USACE Fort Worth District with wetland delineations and species assessments per General Condition 32. (Jonathan will work)
