About this file

This is a Questions and Answers document for federal contract opportunity 140P6026Q0059, issued by the National Park Service for Padre Island National Seashore to replace buoys and navigation signs.

The document addresses seven contractor inquiries regarding project execution and clarifications on solicitation requirements. Key responses indicate that final coordinates and surveyed water depths for buoy and daybeacon installations cannot be provided at this time due to tidal dependency, with final verification scheduled after award and prior to installation. The NPS confirmed that all available photographs of existing daybeacons were provided with solicitation documents and that contractors should have gathered additional condition information during scheduled site visits. Regarding existing buoy anchor removal, the contractor bears responsibility for evaluating existing conditions and determining removal requirements, as no additional information on anchor assemblies, dimensions, weight, material, condition, or embedment is available. The NPS clarified that Attachment 1 should be disregarded and that contractors should reference the main solicitation document, which specifies the purchase and installation of 18 new buoys with no contractor furnishing responsibility for Government-furnished equipment. Finally, the NPS indicated that in-water work can be scheduled as soon as possible, superseding the previously stated November 1 through March 31 work window and eliminating requirements for an NPS-approved monitor for work outside that period.

Contractor questions and NPS Response Padre Island National Seashore - Replace Buoys and NAV. Signs - 140P6026Q0059

1. “No Wake” Buoy Location and Depth: Please provide the final coordinates and surveyed water depth for BIB Buoy 7, the replacement “No Wake” buoy, and identify any location-specific installation requirements.

The final coordinates and surveyed water depth cannot be provided at this time because the water depth at the installation location is dependent on tidal conditions. The final location and water depth will be verified after award and prior to installation.

Any location-specific installation requirements will be evaluated during the field verification to ensure the buoy can be properly installed at the selected location.

2. Daybeacon Water Depths and Marine Access: Please provide the water depth at each of the eight daybeacon locations and any available bathymetric or site information needed to evaluate barge and crane access. Please also clarify the required depth or design basis for the turbidity curtains at these locations.

3. Daymark Fabrication Details: Please confirm whether the requirements provided in Section 4.4.1.4 constitute the complete fabrication requirements for the daymarks. If additional requirements apply, please provide a dimensioned detail showing the border width, symbol and numeral placement, mounting arrangement, and fastening requirements.

The information provided in Section 4.4.1.4 represents all known fabrication requirements available at this time. No additional fabrication details are available at this stage.

Additional information regarding the border width, symbol and numeral placement, mounting arrangement, and fastening requirements will need to be gathered and verified after award during the fabrication and installation process. Any additional requirements identified at that time will be provided to the contractor as appropriate.

4. Existing Daybeacon Conditions: Please provide any available inspection information, photographs, or condition survey for the eight existing daybeacons, including whether the piles are leaning, broken, missing, or remain below the waterline or mudline.

All available photographs of the eight existing daybeacons have been provided with the solicitation documents. Any additional information regarding the condition of the daybeacons, including the condition of the piles below the waterline or mudline, should have been gathered by the contractor during the scheduled site visit. No additional condition survey information is available at this time

5. Existing Buoy Anchor Removal: Please confirm the total number of existing buoy anchor assemblies that must be removed. Please also provide any available information regarding the approximate dimensions, weight, material, condition, and embedment of the existing concrete anchors.

Existing Buoy Anchor Removal: There is no additional information available to share at this time regarding the existing buoy anchor assemblies, including their total number, dimensions, weight, material, condition, or embedment. The contractor is responsible for evaluating the existing conditions and determining the requirements necessary for removal.

6. Buoy Quantity and Furnishing Responsibility: Section C of the solicitation states that the project includes the purchase and installation of 18 new buoys, while Attachment 1 requires installation of seven Government-furnished helical buoy sets. Please confirm the correct number of buoys included in the project and whether the Contractor is required to purchase or furnish any buoys or buoy assemblies.

Disregard Attachment 1. Go by the solicitation

7. In-Water Work Window: The Scope of Work identifies a November 1 through March 31 work window and requires an NPS-approved monitor for work outside that period. However, the Government’s Q&A states that there are no environmental or seasonal restrictions for vessel access or in-water work.

Please confirm the applicable in-water work period and whether an NPS-approved monitor will be required if work is performed outside the November 1 through March 31 window.

The work can be scheduled as soon as possible.
